July 2009 Minutes Of Woodlawn Park City Council


The Woodlawn Park City Council met on July 20, 2009, at Woodlawn Park City Hall. Present were Mayor Tim Robertson, Attorney Matt Carey, Chief Jim Carter, Council Members, Scott Horn, Sherry Hyde, George Langford, Christian Seidt, Greg Claypool, and Doug Watson, Treasurer Charlie Veeneman and City Clerk Chana Elswick.

The meeting began at 7:30 pm.

Mayor Tim Robertson asked if any guests would like to approach the Council. Becky Ritz asked the Council to consider posting the agenda on the website and on the bulletin board a week before the meeting. Tim stated Council would consider the suggestion. Mike Brown stated he called Bob Heaton to have a dumpster removed and it was done in 48 hours. LG & E had been at the Riney house. Mike asked if there was any chance houses in the back of the City would get gas. Tim stated he did not know,

The council reviewed the minutes for the June 15, 2009 Council Meeting. Doug stated there were corrections to the minutes. Under fences, 4309 Westport Terrace and 6815 & 6817 Green Meadow Circle. Sherry made a motion to accept the minutes as corrected. George seconded the motion and the minutes were approved.

Charlie Veeneman gave the Treasurer’s report. He stated that 2 transfers from prior year were budgeted. He did the transfers and the year end budget was balanced. Tim stated the City has received reimbursement from LG & E. Charlie stated insurance tax is over budget by $16,000.00 and interest income has a budget of $15,000.00 but only had $6,000.00. He stated that the only time the budget has to be amended is when an expense line item goes over the budget. FEMA will be moved to operations, for the auditor. Tim stated expenses were low in Beautification due to the Westport road widening. Charlie stated he expects to get back half of the FEMA expenses. Greg made a motion to accept the Treasurer’s report. Doug seconded the motion. The report was approved.
Charlie stated there are 3 outstanding property tax bills, 1 for 2007, which has a lien and 2 for 2007, which do not have liens. He stated the new tax bills are coming in fast. He stated Mrs. Fernandez owes $350.00 for rental license fees. 3 others are not paid. 2 of the 3 have paid the fee, but not the penalty. 1 has not paid anything. All were due on 04/01/09. Tim stated to give the report to Bill Ritz for the Code Enforcement Boar. Bill Ritz stated Mrs. Fernandez has a past due citation and he will get a lien if not paid. Doug stated that neighbors had said there was a swimming pool in the back yard of 814 Stivers. Bill stated the house may be vacant. Tim stated all 3 rental license fees can go to the Code Enforcement Board. Charlie stated the City will get 2 FEMA payments for the ice storm. The City has been denied for Ike. He stated the request for public assistance had to be filed by 11/11/08. He spoke with Mr. Brown, one of 4 reps for the area and he told him it could wait to be faxed until 11/13/08. He did fax the request on 11/13/08 and now he is being told it was due on 11/09/08. On 10/50/08, Jessica Jones sent emails to 4 local energy repair reps and told them there was a meeting on 10/24/08 at the Jeffersontown Fire Department and asked they communicate this to City people. The deadline of 11/11/08 was announced at the meeting. Charlie has replied to the denial and is waiting on a final decision. He will hear something in a few days. 4 other cities and the Housing Authority have also been denied. Tim stated the 2 storms were treated differently. He will forward the information to Ken Fleming. There was a discussion regarding how to get reimbursed for the Ike storm. Charlie stated reimbursement for the ice storm will be 100%, Ike will be 87½%.

Chana Elswick gave the Clerk’s report. There were 663 hits to the home page in June and 849 for May. There were 612 hits to the discussion page for June and 2212 for May. She stated she had mailed the City directory and a few were returned.

Chief Jim Carter gave the police report for June. There were 4 citations, 23 warnings, 3 house watches, 1 motorist assists, 123 miscellaneous runs, 2 reports of a problem, and expenses of $121.93. He stated Westport Road is blocked a lot due to construction. The reports were for harassment on Orchid Hill and criminal mischief on Ahland. Christian stated he was greeting neighbors for the Welcome Committee and a new resident asked about getting a parking warning on moving day. Chief Carter stated he will take care of it. Bill Ritz stated a resident was given a warning after 4 trips past the house and the car was not it the driveway. Greg asked that residents put a note on the car when parking on the street. Tim agreed. Greg stated Bob should have talked to the residents before writing the warning. Doug stated realtors should make sure new residents know ordinances. Greg asked if a ticket is written for debris in the yard. He stated Eline needed to be given a warning. Sherry stated there was debris handing on the back side of Ambridge Circle. Chief Carter will check into it.

Council Focus
Fences and Building Permits Doug Watson stated he had approved a covered front porch for 6838 Green Meadow Circle. Greg stated it was denied by the county for 6 major items. Doug granted a permit for a garage for 908 Beechwood.

Emergency Preparedness George Langford stated he did not attend the 06/23/09 MSD meeting. He received email from Mr. Smith that the concrete ditch behind Kroger’s is the home owners’ responsibility to keep clean. MSD will not clean the ditch. Tim stated that ditch cleaning falls under the property maintenance ordinance.

Communication Sherry Hyde stated she had nothing to report.

Public Relations Tim stated there are no events planned.

Streets and Signs Scott Horn stated there was no City Hall Committee meeting. A rep for Hall Construction did not show up for the 06/23/09 meeting. His spreadsheet for the City signs is in the works. His basic focus will be speed limit, no parking and no solicitation signs. The street sign for Cattleya Court is missing. Doug stated his wife had talked to KDOT about the missing signs. They stated to talk to the project engineer to remind them to put the signs back. Tim asked for anyone with ideas for signature entrance signs to bring them to the meeting. Tim stated the meeting with Ken Fleming and MSD was about potential flooding. They did provide an indication they are going to try to do more. They had 60 days to get approval to clean the ditch. Greg stated the State Highway Department told the Church their water had to drain to the detention basin.

Grounds Greg Claypool stated he had nothing to report. He stated TLD had done some yard work. He stated the State Highway men keep parking on Beechwood on the pavement. He wants them to be cited. He also wants pictures taken of any damage, to have the City be reimbursed.

Welcome Christian Seidt stated he had welcomed residents at 700 Walser, 600 Stivers and 4314 Alicent. There are 2 homes for sale and 1 pending. 808 Stivers was not home to be welcomed.

New Business
Garbage Contract: Tim stated there had been a drop in gas prices, saving 38¢ per household per month. The contract will be $15.00 per house for the next 2 years. Recycling bins will be changed and picked up every 2 weeks.

Old Business
City Hall Usage Agreement: Greg does not have it updated.
Westport Road Church of Christ: No communication from the Church. They are using the gate a little more, but there are no issues with that. The Church did send an email about using the gate due to the widening. Greg asked if they had a building permit. Tim is not aware of one.
Chris made a motion to adjourn the meeting. George seconded the motion. All voted aye and the meeting was adjourned at 8:37pm.
