WHY DO ALL TAXPAYERS HAVE TO PAY TO MAINTAIN PRIVATELY OWNED PONDS THAT ARE OWNED BY ONLY 4% OF THE TAXPAYERS TO WHICH THEY ARE DENIED ACCESS?
