Work is never done?

It would appear that a building that is vacant and has broken windows that attracts stray animals and vermin would fall into the nuisance category that any town would be able to take action on. Solve the nuisance and stray animals move on.
But, then again, it would also seem that no action taken, after notification or the first response, would open a town up for liability if the stray causes a fall and injury, or does other damage or harm.
Likewise, a town contracting for services of another town/agency bears some responsibility too.
