A backwards approach
In my world an employee that takes excessive vacation/sick time is fired. (I've never understood why anyone getting the entire summer off needs vacation, but that is another issue...) If an employee needs to have an incentive to come to work find someone else more motivated.
Another reason to have compensation tied to performance and not longevity.

But doesn't a union have to agree to switch? I don't think that can be dictated.
The step increases associated with teacher pay is one of the biggest problems we have with public education.
Maybe Taft should nullify all of them !!

gee with the internet we can outsource all the teaching, I hear they speak English well in India, they could teach via broadband internet and 42 inch plasma screens in every room. Gee if you did not know it, they already answer all of your customer service questions for consumer needs, book your airline tickets, and will be doing your job sooner than you think....they especially like to take research and development engineering jobs, those that require college degrees or advanced degrees... for less pay, and sick leave, well I guess it is unpaid in India... what a deal.
Maybe they could do Bob Taft's job too...They do excell in high math, he does not.

Absolutely. Sick pay, etc is part and parcel of the PEA contract. And you can bet the ranch it wouldn't give up a fantastic perk like that without a fight. Same thing with step raises, paid days off to attend union meetings, minimal insurance co-pays, STRS contributions, and so on.
And since the BOE has no gumption to take on the 'strike' threat you'll never see a significant reduction in compensation expense.
