New Ordinance - RE; Trash Cans

There is a new city ordinance that prohibits trash containers left in the open.

ORDINANCE OF THE MAYOR AND
BOARD OF ALDERMEN OF THE
CITY OF OLIVE BRANCH,
MISSISSIPPI AMENDING
?“ORDINANCE ESTABLISHING
REQUIREMENTS FOR DISPOSAL OF
GARBAGE, TRASH AND REFUSE?”


(affecting section)
SECTION XX. HOURS DURING
WHICH CARTS MAY BE PLACED AT
CURBSIDE
(a) It shall be unlawful for any person in
possession, charge of or control of any
premises to allow the cart and/or recycling
bin assigned to or used by that
premises to remain in public view at any
time other than between the hours of
6:30 p.m. of the day preceding the
scheduled collection day and 12:00 p.m.
on the scheduled collection day.

That ending time looks ridiculous. (12pm on the collection day? Isn't that saying you are supposed to bring your can in from the street at noon? Do we all need to drive home at lunch to comply with the ordinance? :)

I'll contact our alderman and ask for clarification on that absurb time as well as what they intend by ''left in the open''. Does that mean, aside your house isn't appropriate? You have to put them behind your house? You have to build a structure (cover, wall, arbor) to obstruct their view??
