Thanks to all who took the time to respond. It was and is my personal guess that it's the states attorney's office to seek help.
Forgive the question being vague. I was unsure of what to say sense it's a friend trying to obtain information and not myself. Yes it's an actual deputy sheriff and the people involved are scared retaliation will take place.

You left out the very essential element of it being a Deputy Sheriff and not the Sheriff. You will most likely get a deaf ear when you contact the state level because they prefer people to go through proper channels unless the level of impropriety is gross and is being completely ignored by the Deputies superiors.
