Your question is far too vague.
If in fact someone is being legally harassed they should contact an attorney and seek civil injuncions. If someone makes themself a target because they have a grudge they are not being harassed, they are being a fool.
Irregardless if there is a legitimate complaint and someone wants to file a complaint against a standing Sheriff they have several options. The County Attorney, the Board of Supervisors, the State Attorney's Office in Des Moines or a private attorney.
Based on the question you originally post it seems the "person" you elude to who "thinks" they are being harassed brings to mind an age old solution. If you are doing something that brings unwanted attention to yourself stop doing it.
Now if you want to give better details so we actually have something to base a response on please do. Better to not leave things out though.
