Lets say a person thought they had a sheriff harassing them and wanted to report it out side the county to avoid any type of retaliation, who would you call?

Why would 'a sheriff' harass you?  What Sheriff?  Or are you talking about a deputy sheriff?  You give a real lack of wealth of information in your open ended question.  If you have a problem with the Sheriff's Office.......start by reporting it to them. 

If X person is causing you problems and they're in a position of power, it's not a good idea to tell them that unless you think they're self-conscious enough to realize it, care, and fix the problem.

Dose this person work for the sheriff. or is he a citizen
