See, my delima is, that I would be HAPPY to start a petition, BUT, who does it go to?  Do you address the City Council?  How about the State, since it's a highway, the School board?  I don't have a clue as to who's in charge of anything like that.  By your "handle", I surmise that you work for the school system as a janitor!  I also get that from some of your responses in past posts.  I'd be MORE than happy, to stand on the North Side of Cedar, at the intersection, shooting video, around that hour of the morning.  MAYBE someone would recognize the problem, if it were caught on video.  I don't know, I just CAN'T believe that there hasn't been an accident, let alone a SERIOUS accident at that intersection YET!  As normal, is it going to take someone getting killed before the problem is addressed?  AND, if the radar sign was posted along that route, I'd venture to guess that most EVERYONE, including school bus drivers are going over the speed limit!  Tom.

My advice would be to call city hall.  There is a department that deals with traffice issues.  All I can think of is the street department and that's not it.  Ask them to investigate the traffic flow at the area.  I can tell you that I and other janitors will fight tooth and nail if asked to turn stop signs at that intersection.  I think it is more then a school problem.  Of course I am at work by 5:30 am and I just plain avoid any where on Mulberry or Cedar until after 4pm.  Good luck.
I used to drive that cedar street drive to high school every day for about 5 years and no longer do it and I am so glad. It is a bad stretch but I really think putting a stop there would make matters worse and not better. Maybe not so much in the spring and summer and fall but winter would be awful. Coming from parham out to high school there is an incline there and even when stopped in line waiting for someone to turn it can get hard to get started again. Coming from high school towards parham would be a downhill incline and I have seen cars try to stop on the ice and snow when someone is slowing down to turn and many times accidents have been barely avoided. I in fact one day had a car amost rear end me cause they could not stop, I tried to get over to the side as best as I could and finally that car turned its wheel and did a complete turn around in the street but luckily hit no one. That intersection no matter how we look at it is bad and I really don't know what the solution would be. I just learned to not try and come off logan and try to get on cedar at those times of the morning. Just not worth the hassles.
