Highland Place Homeowners Association

In 1983, Southmark Corp.purchased this property and converted the property to a condominium. During that time, Southmark completely rennovated the buildings and grounds. The units went up for sale and were purchased by individuals. The buyers formed the condominium association.
By-laws were established and the rest is history.

The by-laws are what govern the condominium. The "Rules and Regulations" of the condominium are part of the by-laws.All owners and residents are expected to follow the "Rules and Regulations".

Confusion sometimes come regarding who pays for what repairs...the owner or the Association. The by-laws is quite clear on what the Association is responsible for. The property manager normally is able to determine the responsibility and if not, the question is referred to the Board of Directors.

In the Feb. 1998 annual home owners meeting, the owners clarifed the policy on the responsibility of getting a problem repaired. The owners agreed that repair problems should be handled as follows:
If an owner has a plumbing problem within the unit, such as toilet, sinks or bathtubs overflow, the owner calls his or her plumber. If the plumber comes out and finds that the problem was caused by something outside the owners walls, the owner will then notify the Property Manager. No one really knows what causes a problem until a professional looks at it, therefore it is the owners responsibility to contact their plumber, etc. If the problem is a leak from an upstairs unit causing water to drip down to the downstairs unit, then both owners would get involved. That is where it gets a little sticky so the Property Manager assists in the decision of responsibility. Since the property is not an apartment complex things are handled quite differently. An apartment manager would handle repairs from start to finish..the Property Manager gets involved when policy needs to be clarified, etc.
