We're entering the home stretch of the legislative session and we still have a daunting task ahead of us - dealing with an $800 million revenue shortfall for fiscal 2010. That record deficit has presented a huge number of challenges for us as we try to balance budget cuts with increasing revenues. My colleagues and I are doing everything in our power to avoid impacting state workers and state services.
 
In these last few days, the House Revenue and Finance Committee, which I chair, will likely see several proposals to raise revenue for the state. We will consider each one carefully, keeping in mind that each dollar we raise is one dollar less that we have to cut. All legislators will work with Governor Markell's administration and each other to navigate these historic budget challenges and pass a responsible budget.

New Castle County Football and Cheerleading League
 
The New Castle County Football/Cheerleading League is the only youth league in the county. It offers the lowest overall cost in the area for football and cheerleading. The league also has the best stadium complex, even better for 2009. Plus, all the games are in one location and every athlete plays at least 1 quarter!

DMV Announces New Secure License and I.D. Card System
 
In the coming months, many of you will head to the Division of Motor Vehicles (DMV) to get a new driver's license. You should be aware that due to federal laws passed in 2005, there will be a new type of secure license/identification card that people can obtain. But it will involve a couple of extra steps beyond the old way of getting a license.
 
Congress passed the REAL ID Act in 2005 to create a driver's license and identification card that would improve the integrity and security of state-issued licenses and cards to help fight terrorism and reduce fraud. This new license/ID card can be used to board commercial aircraft and enter federal buildings such as the J. Caleb Boggs Federal Building in Wilmington.
 
Those of you coming in to the DMV after January 1, 2010, that want to get this secure license/ID card must bring source documents such as a birth certificate, passport or immigration documents to establish your identity, social security information and proof of residency.
 
Keep in mind that this is an optional process. You still can ge t a standard license or identification card the same as you have done for years. But you will not be able to use that standard card as identification for federal purposes such as boarding a commercial flight or entering a federal building. The way the federal law is written, you will need the secure license/ID card or another secure document (such as a passport) to fly commercially or walk into a federal building.
