BOARD MEETING MINUTES

Board of Directors Meeting of February 22, 2005

Meeting called to order at 6:30 PM., by Jose Lopez, President.
• Quorum was established by the attendance of Board Members: Mercedes Hetter, Thomas Du, Ronald Gonzales, and Bishop Clenel Williams.
• Board Members excused: Diaz, Chavez; absent: Torres,
• Association Members present: Susan Gloudeman.
• Public attending: None.
• Total meeting attendance: six [6].

AGENDA:

2. Board Members Comment: None
3. Public Comment: None

PRESIDENT’S REPORT:
• City Heights Area Planning Committee ELECTION: this coming Monday, March 7, 2005.
• Street Lights Memo: Six of ten street lights requested were approved by City Staff, as conforming city standards. Those not approved are 4776 Castle, 3857 Estrella, 4761 Wightman, 5014 & 5021 Auburn; these two addresses are too close to each other. Therefore, only one light will be approved on this location. Encourage your neighbors NOT to return the forms sent by the city. If only one neighbor/resident objects and sends the letter affecting a particular location, NO light will be installed there. Price per light has gone up from $250 to $500 each.
• STREET LITTER PICK UP – CLEAN UP -- A Cleanup Organizing Group has been formed [association members Aya, Chris, Susan and Jose], and they have scheduled Saturday, March 19, 2004, starting from 8:30 AM to 12:00 noon, for the event.
 Jim Madaffer’s Office [CD7] is providing contacts and help organizing the cleanup.
 The Crawford High School PEER HELPERS has volunteered to participate in the clean up.
 Sponsors to the clean up, Boston Capital is donating 24 orange vests valued at $487.64. Mr. Mark Kassab of Super Mercado Murphy’s is donating sodas, orange juice, water and munchies for the volunteers. Viva Properties is donating the use of the empty lot for Volunteer Central and Affirmed Housing Group Inc., the link to Boston Capital, volunteers and the work of a PR firm.
• San Diego-Imperial Counties Labor Council AFL-CIO – Mr. Charles Espinosa will host a table to display the security equipment offered to residents FREE of charge by his program “Neighborhood Fight Against Crime”, and to start a beneficiaries signing list.
• CDBG account, use it or loose it by 07/01/05.
• Report on President Bush FY06 Budget and proposed consolidation/extermination of the CDBG program.
• Member’s Agenda
 Mr. Todd Gloria, Congresswoman SUSAN DAVIS’ Office and on behalf of Mr. Gloria, the president request agenda minutes, issue: CDBG. We’re also inviting Reps from US Senators Dianne Feinstein and Boxer to attend meeting.
 Mr. Lyle Knudsen will present the H.E.L.P house fixing CROSSROADS' loan program.

Motion: to approve meeting minutes [01-25-05] and treasurer’s reports: Du/Gonzales, passed 5/0/0.
Motion: to approve Board Meeting AGENDA as proposed: Hetter/Gonzales, passed 5/0/0.

DISCUSSION ITEMS:
1. Financial Report, Fiscal 04.
2. Correspondence: letter to certify Susan Gloudeman as the FCNA CHAPC candidate to the nonprofit seat.
3. Secretary’s Reports
4. Next Association Meeting Agenda: Mr. Todd Gloria, issue: CDBG, Labor Council, Mr. Charles Espinosa; Mr. Lyle Knudson, H.E.L.P Program.

ACTION ITEMS:
1. MOTION to accept the FY04 Financial Report: Hetter/Gonzales, passed 5/0/0.
2. MOTION to approve correspondence: Du/Gonzales, passed 4/0/0.
3. MOTION to approve the Secretary’s Reports: Hetter/Bishop Williams, passed 4/0/0.
4. MOTION to approve Member’s meeting agenda as presented [Jose conducting]: Bishop Williams/Hetter passed 4/0/0.

8. NEW ITEMS or ISSUES:
A. Parking Management has authorized two parking evaluations: [1] a study regarding parking on Euclid Avenue, issue presented by Folklore Mexicano, Mr. Ramirez, Owner's request. [2] The second study will be regarding residential parking only. Both requests were forward to Councilmember Jim Madaffer’s Office.
B. None
