I am a resident of Comstock Village and our house, like most homes in the Rockrimmon area, has a split-level design with a vaulted ceiling and a loft over part of the house.  The original HVAC design was altogether inept in that it does not provide a means of venting the heat gain in the loft/vault area, thus the AC system (installed in the 1990’s) is ineffective and wastes energy. (There’s a similar problem with respect to the heating in that the cold air return is on the ceiling but that’s for another day) I am certain that we are not the first residents of CV to encounter this problem and I am sure that other residents have successfully dealt with the problem.
