James Carlini, is President of Carlini & Associates, Inc., a strategic international management consulting firm in Hinsdale and East Dundee, Illinois that provides executive advising and expert witness services in both civil and federal court for major organizations on technology procurement, computer forensics and mission critical networks as well as due diligence for corporate capitalizations and venture funding. He has also testified at several public utilities commission hearings and has appeared on television to discuss topics including municipal broadband initiatives (cable, wireless and fiber optics) for global economic competitiveness, Network Security, E911, stock exchange reliability issues, Intelligent Buildings, and the impact of the Sarbanes-Oxley Act.

PROJECTS & LITIGATION SUPPORT

His project management experience includes being Consultant to the Mayor’s Office for the preliminary and conceptual design of the City of Chicago’s 911 Center (which has been ranked #1 in the country by the Homeland Security Agency) as well as advising the Chicago Mercantile Exchange, O’Hare Int’l Airport (Infrastructure review and setting a strategic direction), Sanwa Bank, AT&T, SPRINT, JVC, GLOBEX, DuPage National Technology Park (an 800-acre development), DuPage Airport Authority and other organizations with mission critical networks, call centers and large developments. He has reviewed major contracts as well as negotiated multi-million dollar procurements of equipment and services.

He has worked on international projects and marketing strategies mostly within the Pacific Rim area. The most recent project was with a Korean firm that wanted to establish a US-based division that had projects focused on a magnetic camera technology that was viable in several key industries. He also presented a seminar on the Cultural Impact of Six Sigma to a Korean Trade delegation that included executives from SAMSUNG.

His work as an expert witness ranges from work with the US Department of Justice in a wrongful death case to reviewing the cabling infrastructure at Bellagios (a $1.6 Billion complex in Las Vegas) for a multi-million dollar lawsuit. Other cases range from assessing damages and losses including a total market economic analysis for AT&T in a $40,000,000 lawsuit involving fiber optic services; a review of the total Public Switched Telephone Network (PSTN) use of IP and VOIP technologies for a patent infringement; to reviewing a false bomb threat in the school district of Rockford, Illinois and a US Navy court martial involving possession of child pornography.

He has also appeared in investigative reports for both FOX and CBS News on Wireless Network Security and E911 as well as in front of the Wichita Crime Commission on preventing ATM crimes.

Prior to establishing Carlini & Associates in 1986, Mr. Carlini was the practice area director for Telecommunications and Computer Hardware Consulting for Arthur Young (now Ernst & Young). His career spans over twenty-five years in various technical and managerial positions that also include:

- performing due diligence on major technology projects;

- reviewing and assessing all types of network infrastructures;

- developing marketing strategies for products and services;

- strategic consulting, Six Sigma training, and international negotiations of contracts and distributor agreements in Asia and Australia; and

- real-time software development; planning and engineering at Bell Labs and Motorola as well as marketing management at Illinois Bell.

MUNICIPAL EXPERIENCE

Mr. Carlini is an elected official and serves on the Fox Valley Regional Cable Commission that reviews and maintains the franchise agreement with COMCAST for eight communities as well as being a Village Trustee of East Dundee, Illinois. He successfully negotiated a contract with CINGULAR for a cellular antenna lease as a revenue generator for that municipality.

He has spoken on municipal broadband issues as well as the economic viability of new network infrastructures and wireless services. He spoke at the 2006 Infrastructure Council of the Illinois Chamber of Commerce on the Technology Infrastructure of Illinois.

He also updated the old real estate adage of “Location, Location, Location” to “Location, Location, Connectivity” in an article on where to locate your business in the December 2004 Issue of Business 2.0.

ADJUNCT FACULTY

He is also an adjunct faculty member at Northwestern University since 1986 and has taught in both the Executive Masters Program for Communication Systems and Strategy Management as well as the undergraduate curriculum for over nineteen years.

The classes that he has developed include Advanced Network Security, Management of Advanced Communication Networks, Marketing & Legal Aspects of Information Technology, E-Commerce Business Strategies, and International Applications of Technology. All courses focused on pragmatic approaches to planning, design and procurement of network-based information technology products and services as well as contract negotiations and structuring service level agreements.

His white paper on “Aiming For Quality in Technology Investments” that focuses on assessing the levels of technology within an organization has been used as a tool for executives to understand the strategic importance of applying technology for competitive advantage in both domestic and global markets. He has also developed an RFP guidelines approach using twelve criteria that were used by AT&T and other companies in buying and selling information systems, computer hardware and central offices.

OTHER PROFESSIONAL AFFILIATIONS & CERTIFICATIONS

Mr. Carlini is an editorial columnist for Midwestbusiness.com, the Midwest Technology Online News and for COMPLINET, an online Compliance and Regulatory Newsletter. He has served as the Chairman of the Definitions Committee for the Intelligent Building Institute in Washington D.C. and was the former president and board of director of the Chicago Chapter of the Association of Information Technology Professionals.

He also spoke in a panel at a 2006 Conference on Mergers and Acquisitions on Regulatory Issues Facing Companies (Sarbanes-Oxley Impact on IT)

He has also presented various topics at national conferences including the National Regulatory Services Compliance Conference, CABLING the WORKPLACE, SUPERCOMM, the International Call Center Management Show, the National Communications Forum, COMDEX and the Harvard Club in New York City.

He is also a member of the International Trade Association of Greater Chicago and is listed in Who's Who in Finance and Industry and Who's Who in America. He is also Founder and Chairman of the annual Global Technology Invitational Golf Outing that is held in the Midwest.

He holds an MBA in Information Systems/ Marketing from DePaul University as well as various national certificates in building cabling infrastructure design and integration including:
