Winn Park/Capitol Avenue Neighborhood Association

History

Winn Park/Capitol Avenue Neighborhood Association (WPCANA)was founded in 1991 by Karen Jacques, to bring neighborhood concerns to the city council and give citizens a voice regarding issues facing the neighborhood and the need to recognize its historic importance. Primarily it was a voice for preservation of the declining number of late 19th- and early 20th-century homes. It also sought to create a unified front for neighbors and business on concerns about safety, traffic, code enforcement, parking, police, absentee landlords, and central city issues affecting the entire downtown core and surrounding neighborhoods.

WPCANA has evolved into a strong voice for this neighborhood which has seen an amazing renaissance in recent years. Its presence at the forefront at issues involving the central city is widely resspected by the mayor and council. Neighborhood improvement is an ongoing issue. The association continues to work and moving forward in it efforts to improve life in the city.

About the Board of Directors & Members

WPCANA has a Board of Directors governed by adopted bylaws.

To Join:
You must be a resident, property or business owner within the boundaries of the neighborhood.
Membership is renewable yearly. $15.00 for property or business owners. $5.00 for renters.
All residents are welcome. Board members must be in good standing regarding dues. The Board is selected by ballot of the active membership. The elected board then selects the officers.

About the Association

The Board of Directors is governed by the Bylaws of the WPCANA. Provisions allow for 15 members, 2 of whicy do not need to reside within the WPCANA Boundaries, but represent an institution that does.

Board & Members

Winn Park/Capitol Avenue Neighborhood Association

The boundaries of the Winn Park/Capitol Avenue Neighborhood Association are 19th Street on the West, J Street on the North, 29th Street on the East, and R Street on the South.

WPCANA’s primary goal is to protect and improve the quality of life in the Winn Park/Capitol Avenue neighborhood. The Association’s objectives include but are not limited to the following:

1. Serve as a liaison between the neighborhood and local government and advocate for policies and actions that will benefit the neighborhood.

2.. Provide a non-partisan forum for discussion of neighborhood concerns of mutual interest and opportunities for political representatives and candidates for office to meet area residents.

3. Maintain communication within the neighborhood on issues of concern including but not limited to historic preservation, planning updates, rezoning proposals, community problems, variance requests, disposal of public property, traffic flow, health and safety, and other government and/or private actions that would affect neighborhood residents.

4. Establish, monitor, and/or participate in civic programs that benefit residents.

5. Monitor City of Sacramento notices for new projects / development within WPCANA boundaries.

The Board of Directors is responsible for acting on behalf of the Association.

Neither the name of WPCANA nor the names of any individual members in their official capacities are used in connection with any commercial promotion or partisan interest or for any purpose not appropriately related to the objectives of the Association.

The Board of Directors does not release contact information for Association members to other organizations.

Membership in WPCANA is open to all individuals or businesses in the following categories:
◊ Neighborhood residents and businesses, whether owners or renters
◊ Non-residents who own property within the neighborhood
◊ Commercial tenants who lease within the neighborhood
