January 27, 2003

The annual meeting of the Vista Ridge Homeowners Association was held at the Southwest Sub-Courthouse on Monday, January 27, 2003. Outgoing President Richard Small called the meeting to order at 7:00 p.m.

Richard Small presented the minutes from last year?’s meeting. Gary Loffland made a motion to accept the minutes. A second was noted by Bernie Henyon and the majority approved the 2002 VRHOA minutes.

Richard Small introduced the directors at this time. Judy Gans, new president, Bernie Henyon, vice-president, Janet Kraftson, treasure, Nathan Outlaw, chairman of the landscape committee, Richard Small, director, Meri Stanley, secretary, Robert Thornton, director. Karen Moore and Gary Loffland have completed their terms as Board members.

Richard Small presented the 2003 budget (see below). Discussion arose concerning the gate and the cost of the repairs to the gate. Richard explained that the gate is now equipped with a sensor to detect incoming and outgoing cars. Landscaping cost were discussed as well. It was noted that we have an increase in the landscaping budget, due to the fact that all of our community trees will need to be trimmed. The issue of insurance coverage was brought up. Bernie Henyon explained that we need insurance to cover any gate accidents or any other potential accidents on the common grounds. A motion to pass the budget was made by Mike Dietrich. The motion was seconded and the majority passed the 2003 budget.

Richard Small proposed that VRHOA dues for this year would be $325.00 payable by April 1, 2003. We will have the option to make two installments of $175.00 each for a total of $350.00. The first installment is due by April 1, 2003 and the second installment is due by July 1, 2003.

Kathy Reinhard made a motion to approve dues. A second was noted and the majority passed the 2003 VRHOA dues.

Development is almost complete in Vista Ridge. Vista Ridge E, N, and S are complete. Vista Ridge W still has one home under construction. Vista Ridge Court has one lot to be sold. Gary Loffland spoke concerning contacting Steve Hawkins to inform him that our development is almost complete and we as homeowners will be taking control of our association. Judy Gans stated she would contact Steve Hawkins.

Richard Small made a motion to change covenant 6.14. The motion was seconded and approved by majority. 6.14 now states that ?“No antennae, satellite dish larger than 24 inches, or electronic device of any type shall be placed on any Residence, Structure or Lot so as to be visible from a street, Common Property or another Residence. No antennae shall be installed or used for the purpose of transmitting of electronic signals.?”

Richard Small turned the meeting over to incoming president Judy Gans.
Nathan Outlaw presented awards to Gary Loffland, Karen Moore and Richard Small for appreciation for their hard work as officers for VRHOA.

Judy introduced the members of the Landscape Committee, Nathan Outlaw and Meri Stanley. The members of the Architectural Control Committee are Judy Gans, Gary Loffland and Richard Small.

The next item of business was the schedule for the opening and closing of the gate. Most of the homeowners present were in agreement that the gate should be closed night and day. However there was lots of discussion concerning the wear and tear to the gate opening several times a day. It was also mentioned that we have two school buses that come twice a day, as well as the US postal service, lawn services, pool service companies, Fed Ex, and UPS. It was also discussed that we give the bus drivers a gate opener; the fire and police could possibly have a separate code. A motion was made to table this discussion until further investigation could be done concerning the gate. Judy will check with other homeowner associations and gated communities and we will resume this discussion at a later date.

The Dietrich brothers from Dietrich lawn care were introduced. Kelli Cline asked could the pom-pom bush at the gate be replaced. The question would be discussed at the next board meeting.

Gary Loffland wants to have the ?“VR?” replaced at the front entrance. Discussion occurred and many homeowners like the ?“VR?” and do not want to spend the money to replace it. This will also be discussed at next board meeting.

Discussion concerning the low level of lighting at the front entrance occurred. Ken Reinhard said that he would donate the lighting for the front entrance. VRHOA would have to pay the hook-up fee and electrical charges for the new lighting.

Discussion concerning the dangerous speeding that is occurring on Bryant Irvin Rd. Judy will call FWPD to ask for ticket control to monitor the speeding.

Kelli Cline noted that we should have a social committee. This committee could help welcome new neighbors and plan a spring and fall social gathering for VRHOA. The issue will be brought up at the next meeting.

Judy states we have several unresolved issues. She would like to have another VRHOA board meeting in the next two months, and a general meeting later if the need arises.

At 9:00p.m. Judy Gans made a motion to close the meeting. The motion was seconded and all in attendance agreed. The meeting was adjourned.
