Valencia Homeowner's Association

I hope not to come across as a cranky old guy but I have reached a level of disgust that I have to vent. What ever happened to pride of ownership?  I look out my front window or drive the street (El Mirador) and feast my eyes on weeds almost 2ft high growing along the curb and in some yards also those awful wooden fences in various stages of disrepair. I wont venture a guess as to why some folks wont put some minimum effort into maintaining their property; however whether you are an owner or a renter I believe you have some responsibility to your neighbors to maintain your property to some minimum standard so as not to create a slum like neighborhood in decay and degrade property values.
