College Park Estates was built in 1961 by S & S Construction. The north two streets were not built at that time because of a proposal to construct a 14 lane crosstown freeway through that area. After defeating that monster, Parima and Lausinda were added in _?_. CPE now has 452 homes. The original entrance to our area was to be where the gate is, at the northeast end of Parima. The greenbelt was added in approximately 1970 by the residents, 25 years later it became officially a park and was named Channel View Park. College Park Estates is now known as University Park Estates.

I would like to update, add, correct, etc. this information, (example: number of home models, exact dates, names, how street names were picked, etc).. Please contact Virginia Wright, 596-2323, or vrwright @ earthlink.net. Also I would like photos & stories, which I will use and pass on to the Historical Society for the Archives.

Streetsweeping days are on Thursdays and Fridays of each week. Be sure to check your street signs for your sweeping day.

Some if the streets have 1 or 2 hour parking restrictions due to heaby usage by the university students. If you live on one of these streets and would like to obtain a "valid residential permit", which will exempt you from this restriction, the following action is required:
1. Obtain your permit at the City Hall, First Floor, Parking Citation Counter, 333 W. Ocean Blvd.
2. Take the automobile registration for each car.
3. Take proof of residency for your address.
4. Cost is $15.00 per vehicle, per year. (Limit 3).
One visitor permit at $15.00, per year is available.
Refuse/trach pick-up is weekly on Friday mornings.

History

Since its inception in 1962, the College Park Estates Homeowners Association has worked on a large number of issues with one goal in mind, to preserve and enhance the quality of like in our neighborhood.

At first, the chief challenge was to ensure that CPE would not be surrounded by a series of proposed high rise developments. Through the SEADIP planning process, the proposed densities wrer cut by 90 percent and imposed requirements from the greenbolts, bike parths, the golf course and amenities are now taken for granted. At the same time, the CPE Homeowners Association successfully fought the construction of a 14 lane freeway planned to go between 6th & 7th streets.

The association organized, seeded, and planted the greenbelt along the channel (25 years later to be officially Channel View Park). Nell's Grove was added in 1998.

The association was instrumental in upholding our right of way through Bixby Village to Ralph' Shopping Center.

One of the first and most active Neighborhood Watch Programs in the city was established in College Park Estates. A representative is an appointed member of the board.

The association successfully fought proposals to build two different types of commercial facilities on the narrow strip of land between Kettering School and 7th Street.

The association holds an annual meeting in January/February.
Elections are in the uneven year. Other meetings are called on a needed basis.

The association board mails 3 to 4 newsletters per year. All residents may submit articles. Do to the nonprofit status, the association newletter may not endorse any political candidate.

The CERT (Community Emerency Response Team) started by individual residents is now a part of the association with an appointed member as part of the board.

Recently, due to the need to change the word Homeowners to Neighborhood, and because Long Beach State College is now California State University at Long Beach, College Park Estates has changed its name to University Park Estates.

All of this has been accomplished by our neighborhood working together, not by charging excessive dues, or hiring outside experts. Our current voluntary dues (mainly used for the newsletter mailing) is $5.00 as of January 1, 2000.
