The city has a program that provides free garbage take out for those residents that meet qualifications. Theres a form online from City of Houston Solid Waste Department where citizens can download and take to their physician to fill out stating their disability or impairments that prevents them from pulling those heavy cans out to the street for pickup. Once the citizen gets the form filled out from their doctor they need to submit form back to the City for evaluation. If accepted the City will take care of your residential trash can delivering it to and from street to be dumped. I recommend all elderly seniors, handicap, disabled and those with other impairments that cause them to have trouble pulling those heavy trash cans out for dumping.
