County Power

Patience Grasshopper Patience. We will get to the other pieces of this City Hall corruption puzzle soon.

Mr. Rigelman talked about being a life long Democrat. Clearly this plot involved not only Democrats and Republicans but what ever was needed to secure their place in the power structure of our county.

After the Corrupt Sheriff DeMastry was exposed by an anonymous letter in 1999 and then charged with 330 felonies there was those including Brian Fox that wanted to punish our State Representative Tim Schaffer for outing the Sheriff and demanding that he resign from the Republican Party.

Brian then set about to over turn control of the Fairfield County Republican Party and to be elected the Party Chairman in 2002 thus ousting Tim Schaffer and seeking the revenge in his heart to control the county politics. What price was it for the newly elected party chairmen to gain that position?

He corrupted the party. He used the Pickerington City Hall as his political base and he also used members of the A political service organization the Pickerington Lions club to secure the needed central committee members to take over the party in 2002.

Under a City Manager Joyce Bushman (D) and a Mayor Randy Hughes (D) and a President of Council Lou Postage (D) (at Times) they allowed Brian Fox and Craig Maxey to recruit City employees to run for these Republican Central Committee seats. Although this probably should have been covered by the Hatch act they FORCED city employees (including three Pickerington Police Officers) to run for these CC seats. Some of these employees were democrats prior to their run for these partisan political positions.

Obviously with the lection of David Shaver this abuse of the City Hall employees came to an end. During the 2002 Brian Fox take over of the County Republican Party he was able to win with 3 to 5 votes on each issue. He had SIX Pickerington City Employees under his thumb and they had voice votes and Stand up votes. So those employees that had to vote a certain way were monitored by none other than Daryl Berry who also was the Chairman of the Pickerington Personnel Appeals Board.

I am told that both Maxey and Fox delivered campaign signs to these candidates during working hours under and with the full permission of Joyce Bushman.

Why is Daryl no longer on the PAB?

Was the reason to gain control of the County Party to ensure that Don McAuliffe would be endorsed for the Municipal Judge seat again in 2003?

What was in this for Maxey and Fox?

We know that Maxey has McAuliffe's Check book and his POA while Don serves his time.

What other ventures does Maxey now control with the Judge's money?

Other ways to wash the money

I think to completely cover all of the methods that could and I suspect were used to launder money going to our former local leaders we need to consider a couple of other transfers of funds.

First one easy way would be a loan that never gets paid back in exchange for favorable votes coming out of council. First the loan to the receiver in not considered income to the IRS or the city tax collector. Nothing on the public record. If the lender decides to forgive the loan and he hasn't taken the effort to record the loan in anyway then who's to know?

Second method which had been suspected to have benefited a couple of our former Mayor's and a couple of council persons is either the complete building of one's home or an extensive remodeling job. Clearly one of these home in the city was owned by a development company that did business with the city on a regular basis. How much pay off money could be covered up within a construction project?

Then there is the ''I am in Business'' which means a person could own a business and that business has a silent partner that keeps the business capital on full. How much money could be buried by owning your own business and having a benifactor either loan you money or investing into your business?

Please consider that three of the current council men that say they are running for office this fall own their own businesses.
