NORTHRIDGE VILLAGE HOA ANNUAL MEETING
October 22, 2007



1. Call to Order. President Lynn Wiletsky called the meeting to order at 6:40 p.m.

2. Roll Call. Homeowners present were: Annie Neroda, Jim Tomlinson, Bill Krause, Lynn Wiletsky, Paul Moser, Susan Lorenz, Jim Sult, Terry Santoni, Andy Ellis, Rich and Dori Weber, Jim and Connie Teilborg, Terry Harper, Mercy Sciotto, Robert Wellings, Patty Boland.

3. Approval of Minutes from 2006 Annual Meeting. A motion to approve the minutes from the 2006 annual meeting was made and seconded; motion passed unanimously.

4. President?’s Report. Lynn Wiletsky discussed the accomplishments of the past year and thanked residents who participated in many of the activities. Jim Teilborg expressed his concern over the condition of the exterior of properties. The discussion was renewed later in the meeting under the agenda item of home maintenance.

5. Treasurer?’s Report. Annie Neroda, Treasurer, presented her report, distributed financial sheets with income/expense YTD and the reserve analysis sheet (see attached). Our Reserves are in very good shape with $20,924. Capital expenditures for next year include street resealing; one bid has been received to date for $4500. It is anticipated that complete overlay of the streets will need to be done in 2017 or so, with an anticipated cost of at least $30,000. Overall, water consumption is down due to sprinkler repairs that were made during the year and people being more aware of water usage. We successfully negotiated a water/sewer rate adjustment with the City which decreased our yearly cost by approximately $2400.

Some extraordinary expenses included ramada repairs and having to pay penalties on back taxes on the common property. Brown Property Management did not pay these taxes in 2004 and 2005. As a result, multiple liens had been placed on each of the 8 common property areas. The taxes have now been paid and the liens released. Andy Ellis volunteered to secure the form to roll all 8 properties into one parcel for tax purposes. Andy also volunteered to draft a letter to Brown Property Management since we incurred extra costs due to their failure to perform their duties as statutory agent.

While several expenses have increased (i.e., cable; insurance; water rates), cost-savings measures taken by the Board have mitigated the increases (i.e., new pool service; switch to self-management).

A motion was made and seconded to approve the Treasurer?’s report; motion passed unanimously.


6. Annual Business

a) Election of Board Members. Andy Ellis counted ballots from members in attendance and those who couldn?’t attend but submitted ballots prior to the meeting. The 2008 Board of Directors is: Annie Neroda, Lynn Wiletsky, Penny Peterson, Sandy Gorman and Paul Moser.

b) Appointment of Architectural Committee Members. Lyn Larsen, Patty Boland and Susie Lorenz volunteered to serve on the 2008 Architectural Committee. Terry Harper and Dori Weber volunteered to serve as Alternate Members.

7. General Discussion

a) Northridge Village Project. Penny Peterson will provide information at a later date on a community service project for kids called ?“Nighty-Nite?” that homeowners may be interested in participating.

b) Home Maintenance. Lynn Wiletsky distributed a Property Report that discussed the need for exterior home maintenance (see attached). A walk-around will be conducted during the next few months and an open meeting held to discuss the findings and propose an action plan. The walk-around will be conducted by the Architectural Committee, Board members, and any other residents who would like to participate.

c) Visitor Parking. Due to crime problems in the surrounding neighborhood, all residents were asked to be vigilant about suspicious cars and to write down license plate numbers. There was a discussion around creating guest parking passes that homeowners could give to people visiting them. This method had been used in the past but not consistently by all residents. The Board will look into creating new guest passes that people could hang from their visors or place on their dashboards.

d) Annual Holiday Party. The Annual Holiday Party will be held December 2nd at Penny Peterson?’s house.

e) Northridge Directory. A phone/address/email contact list was passed around for homeowners to update (see attached for revised list). Any further changes should be sent to Lynn Wiletsky.


There being no further business, the meeting was adjourned.
