North Natomas Community Overview

North Natomas Community is the product of a far-reaching vision, excellent planning and now first-class implementation. Residents, environmentalists, planners, developers, business owners and a host of other interested people and organizations conceived the North Natomas Community Plan -the blueprint for this area - through decades of collaboration. The result is an area with the potential to be one of the most ''livable communities'' in the nation.

The North Natomas area consists of 7,388 acres and is a new, emerging growth area directly north of downtown Sacramento. About 1,500 homes will be built in the area this year. At buildout, North Natomas is projected to have 32,500 dwelling units with a population of 66,000 residents and 71,000 employees.

North Natomas Community is designed with a network of transit services, including a future light rail system with six stations, major bus service and a shuttle. In addition, the community area will have linear parkways with pedestrian trails, on-street bike lanes along all major streets and off-street bike trails along all drainage canals. Two interstate freeways- I-5 and Interstate-80 also serve the area.

The City of Sacramento envisions a new urban form for North Natomas consisting of an well-integrated mixture of land uses, interdependent on quality transit service. Fourteen neighborhoods surround the Town Center. The Town Center will be the heart of the community. Each of the surrounding neighborhoods has an elementary school as its focal point, includes a full range of activity centers, like parks, commercial, civic, and transit services. Employment centers will be located along transit and freeway corridors. North Natomas TMA

The North Natomas Transportation Management Association is one piece of this overall plan. The Community Plan charges the TMA with providing commute trip reduction and air quality mitigation support to all residents and businesses in North Natomas. Like its community, the newest TMA in Sacramento is unique in several ways:

?¨ The NNTMA is the first active TMA in the United States that is truly community based - the membership consists of commercial, business AND residential entities.
?¨ The NNTMA was formed in advance of the development of the North Natomas community. As such, it will be a proactive force in the implementation of alternate transportation usage before congestion problems arise.
?¨ The City of Sacramento implemented a community-financing district (CFD) to provide reliable long-term funding for the TMA, with area-wide participation in the CFD.
?¨ The TMA Board consists of representatives from residential, commercial, industrial, and office interests.
The TMA provides advocacy on transportation and air quality issues. Serves the North Natomas area with on-stop commute alternative information and will develop programming responsive to the community's needs.

The NNTMA plans to develop and offer these programs and services in the near future:

?¨ Subsidized transit passes for employers and residents
?¨ Guaranteed Ride Home Program
?¨ Local shuttle program, ''feeding'' existing transit routes
?¨ Carpool/ vanpool matching assistance
?¨ Trip Reduction outreach programs for residents, neighborhood associations and businesses
?¨ Air quality and alternative transportation promotions (bikes, tune-ups, electric vehicles, etc.)
?¨ Resource for air quality/ transportation information, including the TMA's web site.

Future programs envisioned for the TMA include:

?¨ Bonus trip reduction services for people who live and work in North Natomas
?¨ Evening and weekend staffing to provide access for residents
?¨ Development of programs to support trip reduction, such as child care, job clearinghouse, telecommuting centers/ support

Nonetheless, the NNTMA has a formidable task. The area is expected to generate 70,000 average daily trips within the next year, 165,000 trips over 5 years, and 700,000 trips at the build-out of the community. The overall goal is to reduce trips by 35 % and reduce air pollution emissions by 35 % at build-out.
