New Prog Civic Association

I live next to an empty lot with overgrown weeds/trees.  It is also part of a right-of-way for the pipeline. They only mow the grass over the pipeline and claim they are not responsible for the other part of the property.  On several occasionals I have noted police helicopters flying over the area looking for who knows what(crriminals). I have tried to find out who owns the property by calling the pipeline and looking online for the property owner so they could take care of their property.  After all, this is a neighborhood, not a forest.  Any suggestions?
