North Hollywood Residents' Assn.

Has anyone had enough of the constant and relentless barking dogs that can be heard on the 5500 block of Auckland Ave?  I'm a dog lover/owner so I don't necessarily want to report the people, but I work from home and there are 2 big dogs that basically live in someone's yard and are never let inside, they are always outside and barking.  Inside they have 3 little yappy dogs too that bark whenever anyone walks by.  I've tried discussing with the owner numerous times but all they do is yell at the dogs to stop.  Not sure what my next steps are?
