The proper thing to have done is step-down and resign, isn't it? If one can no longer serve their constituents, it's time to go.

Some would say voting records are important and use that to judge politicians.
You might want to ask that of John McCain who has only voted on fewer than half of the bills this entire legislative session. Less, even, than Obama, or Kennedy for that matter. By some tallies, McCain has missed as many as 746 votes over his career, 420 this session alone.
When Kennedy's vote matters, he shows up and votes as evidenced by his vote on a Medicare bill in June. (By the way, that's one of the votes that McCain missed.)
But then, you have no idea why Kennedy did not vote, do you?
