I think the reason they get more delegates than 27 states is because they have a latter primary.
The later you hold your primary, the more delegates you get, as sorta a reward for not doing it all in January and February. Normally it doesn't matter because a nominee is already determined by this point.
I don't think so. If that were the case then Montana and South Dakota would have more than Puerto Rico because Montana and South Dakota come later right? However, Montana only has 25 delegates and South Dakota only has 23.
The number of pledged delegates a state gets has to do with congressional districts and population.
