What can we do as a neighborhood about the people who turn the bass on their car stereos all the way up? You can hear the noise for blocks, but I can never tell where it's coming from. Sometimes the car is just driving by, but all too often it is somebody that stays there for a good deal of time. Calling the Action Center is fruitless because I cannot tell where the noise is coming from and by the time anyone responds it is gone. Please help, I'm losing my sanity as the noise penetrates the walls of my home despite adding extra insulation recently.
