History of the Lower Northside and Depot Neighbors


In May 1997 the City of La Crosse created a TIF District in our neighborhood as a financing tool for the revitalization of the area surrounding the Amtrak Depot. According to its project plan the intent was "to utilize the renovation of the Amtrak Depot as a key economic stimulus to foster additional redevelopment and rehabilitation in the vicinity of the depot". The city had agreements with developers that included the construction of 32 apartment units in three buildings that were to surround the depot.

The Birth of the Lower Northside and Depot Neighbors Association


In May 1997 the City of La Crosse created a TIF District in our neighborhood as a financing tool for the revitalization of the area surrounding the Amtrak Depot. According to its project plan the intent was "to utilize the renovation of the Amtrak Depot as a key economic stimulus to foster additional redevelopment and rehabilitation in the vicinity of the depot". The city had agreements with developers that included the construction of 32 apartment units in three buildings that were to surround the depot.

For many different reasons some residents opposed the construction of the apartments. Issues of parking and safety next to the railroad tracks were among them. A group formed to oppose the construction, calling themselves the "Depot Neighbors for Revitalization". Despite their opposition to the apartments, they were fully in support of the renovation of the depot and the revitalization of the surrounding area. When the TIF District had been created, the neighborhood had been declared a blighted area in which 50% of the real-estate property was in need of rehabilitation.

The construction of the apartments was stopped due to their efforts but the group decided to continue to meet and jumped into the challenge of trying to revitalize the neighborhood. They created and distributed fliers to let the area residents know about their group and inviting participation. It snowballed from there and a restructured, re-named Lower Northside and Depot Neighbors Association was born. It encompasses the majority of the Lower Northside of La Crosse.
