PARKING RULES AND GUIDELINES

The parking lots of Lake Village Manor Homeowners Association, Inc. are maintained by the Lake Village Manor Homeowners Association for the use of all residents. All residents are responsible for the proper use and care of these premises as outlined.

ENFORCEMENT OF RULES AND GUIDELINES
Enforcement of the rules is carried out by the Board of Directors. The Board periodically checks the parking lots for potential violations. However, as residents, we have the right to bring violations to the attention of the Board. Minor nuisances should be settled by a friendly face-to-face discussion with our neighbor. Anonymous complaints can be filed with the Board of Directors or the Association Manager.

Once the Board is informed of a complaint, it is investigated as soon as possible. If the violation is substantial, the owner is formally requested to correct the violation within a specified time period.

Failure to comply within the allotted time period could precipitate corrective measures that would eventually result in a lien against the owner's property for all cost involved.

The City of Bowie is granted permission to tow any and all parking and traffic violations for Lake Village Manor.

PARKING SPACES AND SURROUNDING AREAS
One parking space will be RESERVED for each home. This will be done by placing a code number on the curb in front of the assigned parking space.

Enforcement of reserved parking rests solely with each homeowner, and they are encouraged to resolve all conflicts in a reasonable and peaceful manner. However, as each home has a space reserved for it, the homeowner has the right to request towing by the LVMHOA contractor at the violator's expense.

The open spaces are marked VISITORS. These spaces can be occupied on a first-come/first-served basis. Guests of any resident are allowed to park in any open space. It is the resident's responsibility to see that his/her guest does not park in a reserved parking space. The curb spaces in front of the mailboxes and fire hydrants which are painted yellow are not designated parking spaces and must not be used, since this would limit access for emergency vehicles and would prevent adequate snow removal.

Double parking will not be allowed. Park between lines, not on or across them.

Placing wheels upon or beyond the curb is not allowed.
Do not litter in the parking lots or adjacent areas, e.g., the dumping of ashtrays.

All vehicles must be in operable condition and have all components and current tags. Any junked or abandoned vehicle will be subject to towing if the owner fails to remove the vehicle within the allotted time period.

The storage of, but not limited to, junk vehicles, campers, camper trucks, house trailers, tractors and/or trailers, trucks (one ton or greater and/or with dual wheels), boats, or other machinery is is prohibited and such will be towed at owner's expense and risk.

The City of Bowie Code states that "Any inoperative vehicle which is found parked or stored exposed to public view anywhere on any residential lot for a continuous period of ten (10) days may be removed, conveyed or impounded by or under the direction of the City Manager or his designee."

COMMERCIAL VEHICLES
Commercial vehicles are defined as any vehicle outfitted for commercial use, with any rack, hanger, or commercial equipment of any kind to include dual wheels, that extend past the confines of the vehicle body, whose gross vehicle weight exceeds 7,500 pounds, and is constructed or modified for uses other than personal, is prohibited.

However, exceptions may be granted for any commercial vehicle that is deemed not to create a visual or physical nuisance or is not a physical hazard. The intention is to allow those residents with small company work vehicles to park them within their community.

The City of Bowie Code states that "No person shall park any commercial vehicle on any City street, highway or City-owned property, except those in the course of a commercial purpose." This ordinance applies to Piller Lane and entrances to Princess Anne, Prince of Wales andMitchellville Court in Lake Village Manor.

VEHICLE REPAIRS
Major vehicle repairs are violations of County Code and are not permitted. The County Code does not permit any vehicle painting, burn welding, machine shop work, or disassembly of major automobile components on residential property.

Minor maintenance to vehicles may be performed only on those vehicles owned and titled to bona fide residents of Lake Village Manor.

Gratis repairs to vehicles belonging to persons not residing in Lake Village Manor constitute a violation of the County Code. Any repairs on the property for a fee or a commercial purpose constitute a violation of the Mechanics Licensing Law as well as the County Code.

Vehicles procured for the purpose of repair on the premises and/or subsequent resale constitutes a commercial use of the property and is a violation of the County Code.

TOWING
Any vehicle found in violation of these parking rules is subject to towing at the violator's expense.

The Homeowners Association is not responsible for damage to any vehicle towed while illegally parked within the community, and all such repairs and expenses are to be borne by the vehicle's owner.
