Maybe a sensitivty issue..

If dog is barking at 1400HRS, I would personally knock on their door at 0200HRS.  Surely someone is home then.  If I could not get ahold of the residents in person, I would call Animal Control, and report an abandoned animal.

If it is the house on 194th street. I have spoken to them twice about the barking dogs, including Christmas Day at 8am in the morning. obviously the dogs are bored and lonely. They are both fenced in within the fenced-in yard, tied up, and never sees human affection. It is sad. I try to throw bones over the fence to keep them quiet, but it is just too much to keep up with. I'm very close to calling the Edmond Police. We will see how this weekend goes.

You could schedule a surgery for the dog. Sounds like something someone like you would do.
