From the Editor’s Desk

In this newsletter, we are including information from our local politicians and our State Attorney General and we hope this is both interesting and enlightening. If there is anything you would like to see printed, please tell your Block Captain or Association’s Officers; we all work together to bring you neighborhood news.
Openings are available in our Patrol Roster and we encourage and welcome both men and women to volunteer.
We would like to give a great big thank you to the Lutheran Church of the Resurrection and our Assemblywomen, Barbara Clark for their letters of support on behalf of Ilion Area Block Association’s grant application submitted to the Citizens Committee for New York City. The application is for a Neighborhood Safety Patrol grant. The grant will enable the Ilion Area Block Association to continue to provide safety in the community by the presence of the Patrol Car.
Have you noticed the beautiful lawns in our area? Some folks have found time to exceedingly beautify their front lawns and they add a great deal to our community. We’re proud of our homes and streets.
Due to heavy rains, our summer picnic was postponed. When arrangements are completed, we will notify the community of the next date.
We thank everybody who helped with this issue.

LATE NEWS FLASH: AS WE WENT TO PRESS, BERTHA W. SIMPSON PASSED AWAY ON JULY 23, 2002. MRS. SIMPSON WAS THE BLOCK CAPTAIN FOR FIRWOOD PLACE/RYE PLACE AND THE FINANCIAL SECRETARY FOR THE ILION AREA BLOCK ASSOCIATION. MRS. SIMPSON IS ALREADY MISSED. OUR HEARTFELT CONDOLENCES TO MR. THOMAS SIMPSON, GODSON KENNENTH AND HIS WIFE RONDA JOHNSON.

MESSAGE FROM THE PRESIDENT, Esther Findlay
As the long hot days of summer are upon us, I would like to wish everyone a time of rest and recreation.
Our former President, Louella A. Gentles has relocated to Florida, our Vice President, Rev. Ruby McConnell is incapacitated, and, I, as Second Vice President, became President.
The number one goal for our Block Association is to increase membership and member participation. There are some faithful and hard working members who keep our organization moving forward. Just think, how much more progress we would make it EVERY household of our community would become a member and attend meetings regularly.
The Ilion Area Block Association meets on the second Friday of every month at 7:30 p.m. (July and August excluded).
As you continue to enjoy your vacation and these hot humid days of summer, please make a note on your calendar (you have a Date!!) Friday, September 13, 2002, 7:30 p.m. at the Lutheran Church of the Resurrection. An IMPORTANT DATE. See you there!!!.

PROFILE OF AN OUTSTANDING MEMBER OF THE COMMUNITY
Mr. Joseph Hudson from Brinkerhoff Avenue is one of our most loyal volunteers in our Ilion Avenue Patrol. Born and raised in Queens, he worked with the Elmira Association Patrol where they use their own personal cars before joining with Ilion Avenue Patrol where the Ilion Avenue Patrol Car is used. During the eight years he has been with us, he says he finds folks helpful and congenial. “Folks wave as we drive by. Kids stop and ask what we’re doing. After we explain, they say ‘Thank you’! People see us out there and they say “Thanks’. 98% appreciate us following them safely to their doorstep and about 2% don’t.” Mr. Hudson’s night is Tuesday. He started patrolling at the suggestion of Mr. Richardson, our former coordinator and wishes more men would help with the patrol, 6:30p.m. to 8:30 p.m. daily.
We are not stingy with our praises! We are pleased and grateful to him and his lovely wife Sylvia on our team. We will continue to wave!!!

POLITICAL NEWS
Our own City Councilman Leroy Comrie sponsored his first annual Family Day Celebration in St. Albans Park Saturday, July 20th. It was very well attended. City Agencies, Black Spectrum Theater, Mobile Dental Van, Queens Hospital Center and other local groups and services distributed information and gifts. The refreshments were good too; it was a good job well done.
The New York State Assembly has introduced (A.8654-E Grannies) which Barbara Clark co-sponsored that targeted the growing number of individuals and professionals involved in exploiting and undermining the State’s no-fault system through greater oversight of medical benefits delivered under the program and increasing penalties for rip-off artists. The Assembly is currently negotiating with the Senate to reach a compromise on a bill that would protect insurers and consumers from this costly and fraudulent scam.
Attorney General Elliot Spitzer announced an agreement with Group Health Incorporated (GHI) a major New York Health Plan to reimburse consumers who were required to pay-up-to $2,000, out-of-pocket for services that were supposed to be fully covered by insurance.
Spitzer’s investigation revealed that GHI charged co-insurers for in-patient rehabilitation, physical therapy and diagnostic tests – services fully covered under the terms of the members policy. Members usually paid 20% of the total bill for services up to a maximum of $2,000 out-of-pocket.
According to GHI, which services about 2.6 million New Yorkers statewide, the co-insurance provision was mistakenly omitted from the policy. Under the terms of the agreement, GHI will fully reimburse all affected members and health care providers.

REPORTS FROM THE COMMUNITY
Mrs. DORIS WARE
The First Elder Law Day, was held on Friday, April 26, 2002, from 9:00 a.m. to 2:00 p.m. at St. John’s University School of Law. Jamaica, New York 11439. Sponsored by New York State Attorney General Elliot Spitzer’s Brooklyn Regional Office. The day started off with a continental breakfast. Speakers spoke to us elders on many valuable topics, informing us that we should know our rights on such subjects as warning signs on Predatory Lending, Protecting your rights when selecting a Home Improvement Contractor, Protecting Social Security from wrongful collectors, Bank Accounts, Telemarketing and Sweepstakes Scams, Identity Theft, Used Car Lemon Laws, Medical Eligibility, Protecting Assets from Catastrophic Illness, Medical fraud and abuse by health-care providers, Living Wills, Power of Attorney, Elder Abuse and Court Remedies, Spouse support and benefits. We were also informed of the ‘Do not Call’ registry, telemarketing sales call registry to help eliminate unwanted sales calls.
Our State Assemblyperson Barbara Clark spoke during the lovely lunch. Our President Mrs. Findley, Secretary Mrs. Ware, Parliamentarian Mrs. Latture and your Editor attended this very helpful event.
Mrs. JESSIE CARR
The Ilion Area Block Association recently had an opportunity to venture outside of its realm. Many members of the Association, along with family and friends attended a production of African American Playwright August Wilson’s Play ‘The Piano Lesson’. This took place at the Black Spectrum Theater in Roy Wilkins Park right here in St. Albans on Sunday, May 19th. The performance was outstanding and it gave neighbors, family and friends a chance to support a community endeavor. We look forward to introducing and encouraging participation in more culturally enriching activities in the future.
MR. NERO WELLS
Mr. Wells on Ilion Avenue reported an unusual incident last week; a tree across the street from his house let go one of its large branches with such a loud noise that he went from the back to the front of his house to see what happened. It resulted in extensive damage to a parked car in the street there. There was no storm or strong wind that anyone can recall that preceded the hugh branch breaking off and dropping.
He also reported that Mrs. Evelyn Logan on Jordan Avenue is convalescing nicely from an operation.
BETTY DAVIS
Ms. Davis graduated, Friday, June 14, 2002 from the Neighborhood Leadership Institute. Sponsored by the Citizens Committee of New York City.
(Established in 1993, the Neighborhood Leadership Institute empowers grassroots community leaders with skills and information that enable them to improve the quality of life in New York City’s neighborhoods.)

KENIA DRAPER
Ms. Draper is studying Computer Engineering at the University of New Haven in West Haven Conn. We wish her well.

We are pleased to read of Reading Score improvements at our local Elementary School P.S. 118Q.
REDISTRICTING
Based on the 2000 Census, a redistricting committee , decided that Assemblywoman Clark’s district was overpopulated by 10 to 15,000 people. Unfortunately, as a result of their decision, the Ilion Area was redistricted into Assemblyman William Scarborough’s 29th Assembly District.
The Ilion Area Block Association will miss working with Assemblywoman Clark’s office. Assemblyman William Scarborough 29th Assembly District, is located at 114-52A Merrick Blvd., St. Albans, New York. This will mean change of voters’ site in the future. We will await a letter from the New York City Board of Elections for a new voting site. Also, we shall invite Assemblymen Scarborough or his representative to one of our future Ilion Area Block Association’s meetings.
Mr. WESLEY PARROTT
Mr. Parrott reports, we still need the NAACP; Regular adult annual membership is $30.00, youth with Crisis Magazine is $15.00; youth without the Crisis Magazine is $10.00. Life membership is $500.00 (this is a special program price. It is usually $700.00) Junior membership for 13 and under is $100.00, 14 to 20 is $400.00 For further information call him at 454-5381.
Mr. Parrott will also attend Wagner College Urban Institute on Staten Island sponsored by the Lutheran Church of America, where he will receive a course in Church Management.
We are sorry to hear of the death of Mr. Parrott’s brother in May.
MRS. ZELMA JACKSON
Mrs. Jackson participated in a Synchronized Water Ballet at York College. Some Swimmer!! Congratulations!
MRS. HARRIET LATTURE
Mrs. Latture received a Letter of Commendation from the New York City Board of Elections for her effort demonstrated in successfully conducting all of her 2001 election tasks. Four election events in just 8 weeks was her job last year. This unusual occurrence never happened before.
CHEYENNE LATTURE
Miss Latture received three certificates at a Special Assembly: (1) Excellent in her City Math Test and Class work. (2) Her writing and composition and book reports. (3) Her achievement and effort during the school year.
STEVEN LATTURE
Mr. Latture has worked for the Board of Education for 15 years. His latest assignment was Transition Co-Coordinator, requiring him to travel in the five boroughs. He has been asked recently to replace an advisor at La –Guardia College for the summer, which has the possibility of becoming a permanent position.
