Hedgeville Community Association

The mission of the Hedgeville Community Association (HCA) is to promote a spirit of community, friendliness and comfort among the residents of the area of Southwest Wilmington known as Hedgeville (Wilmington Census Tract 26).

The meetings of the HCA shall be held the third Tuesday evening of each month at Pulaski Legion, unless otherwise noted, commencing at 7:00 p.m. or as soon as a quorum may assemble. If the meeting night falls on a holiday, it will be held the fourth Tuesday of that month. There will be a recess during the month of December.

Officers

The elected officers of this Community Association shall be as follows:

PRESIDENT
VICE PRESIDENT
SECRETARY
TREASURER

Nomination of officers shall be held at the regular meeting in October with elections held the following month.

All elected officials shall hold the office for one (1) year. No member shall hold more than one (1 ) elective office at the same time.

PRESIDENT –
a)Presides at all meetings.
b)Finds guest speakers for the meetings.
c)Shall be the liaison to the city of Wilmington and elected officials.
d)Agrees to attend invitations to city events and/or meetings including, but not limited to, neighboring community associations, the 6th District Working Group, and West Side Crime Group meetings. If the President cannot attend, he/she will find a representative to attend.
e)May sign checks.

VICE PRESIDENT –
a) Presides at all meetings in absence of the President, or at the request of the President.
b) Shall be the liaison to the committee chairperson and may appoint committee chairpersons.
c) Updates the HCA website.
d) May sign checks.

SECRETARY –
a) Keeps the records of the proceedings of all meetings.
b) Reads all communications relating to the transactions of the Association.
c) Receives the HCA mail.
d) Requests HCA advertisement on Channel 22.
e) Sends reminder emails to Association including elected officials.
f) May sign checks.

TREASURER –
a) Receives all money and deposits it in bank to the credit of this Association.
b) Receives, reads and pays by check all bills transacted by this Association.
c) Keeps an accurate record of Association funds.
d) Collects informational sheets from Association members and updates the Association list.
e) Reads the amount of available funds to date at each meeting.
f) Must sign all checks.


Committees

The HCA committees include, but are not limited to:

PUBLIC SAFETY – Works with police to enhance safety in the community.

L&I/HOUSING – Works with License & Inspection on housing issues. (e.g. vacant housing, debris in yards, etc)

BLOCK CAPTAIN – Creates newsletter and maintains communication between HCA and block captains.

YOUTH – Plans and oversees youth activities.

EVENTS – Plans community gatherings including Community Pride Day.

BEAUTIFICATION – Enhances appearance of Hedgeville.
***The Friends of Kosciuszko Park are a community-based group who have been working to beautify and revitalize Kosciuszko Park since 2006. Through the Hedgeville Community Association, residents and community members participate in activities such as community plantings, planning and prioritizing projects, and in the near future, identifying funding sources. Accomplishments to-date include the planting of 25,000 bulbs; the creation of three entrance beds with shrubs and perennials; seasonal plantings in beds and containers; input and direction for creation of the park’s master plan; and the formation of the Friends group itself. This is part of a city-wide initiative for resident-led support of our parks, through a collaboration of the Wilmington Beautification Commission (WBC), Delaware Center for Horticulture, and partner organizations. These parks not only provide beauty for all of the neighborhood, but also a place to enjoy the health benefits of exercise, fresh air, nature, and a cool and inviting place to relax. Well-kept parks can also help to reduce crime rates as well as increase property values. The WBC believes the community is part of the answer, and together we can contribute to direction and upkeep, as well as to advocate for more permanent resources to be dedicated to our city parks.
