Predator in our midst?

I'm writing because of an incident that happened to my daughter involving a neighbor. I think this incident should also concern other El Dorado residents, especially those that live in Area II

                Thursday morning 3/19/09 at about 8:30 my daughter was called by a male neighbor to get her attention as she was walking from the driveway into our house. My daughter ignored him and continued to go inside. Several minutes later this same individual went to our house and knocked on the door. My daughter didn't opened the door, but did look to see who was there thru the window and noticed that it was the neighbor from a few minutes earlier. He then noticed her thru the window and asked her if her internet was working, because his wasn't.  She responded that it was fine. He then proceeded to ask her if she was alone. Where then she said that her brother was coming and that he was five minutes away and that's when he turned away and left.
 

I'm thankful that nothing more happened, but now my wife and my daughter feel unsafe and uncomfortable in our own home and in our own neighborhood.  I've contacted the police but they've practically said that no actual crime had been committed, so there was nothing they could do. I can understand that.

We have since been concerned about this and feel that it should be brought to the attention to other residents in our neighborhood.  We have lived in El Dorado for 10 years and have always felt safe and secure but now are we going to have to worry about some kind of predator living in our midst?
