What is the best way to lobby a business to lower it's noise in the neighborhood?

Kings Sons and Daughter's Nursing Home on Norris (close to Eastern Pky) backs up to Quadrant. Various neighbors have complained for years about the delivery trucks arriving in the wee hours of the morning.

A trash truck comes at 5am on Tuesdays which shakes the entire block (imagine the residents who are helpless?!)

The director has ''tried'' to get the trash truck to come later which works most mornings but there are other trucks as well.

Isn't there some sort of rule or code that regulates businesses (especially residential businesses like nursing homes) regarding delivery hours?

IP & L ?

Looks like, after reading the code of ordinances, the trucks can come anytime they want. They need to remain under a certain decibel level though between certain times (10pm-7am). IP&L inspectors have those decibel readers.
