I moved into a house on S. Pope St in May 2004 and really like the street and the neighborhood except for one thing: there is a terrible odor, like rotting garbage and dead animals, that wafts through the air every other day it seems. I've noticed it at all hours and on every day of the week. Driving home from downtown, I've noticed it at the intersection of Payne and Spring Sts and it seems to cover all of Pope St but starts to disappear once you turn onto Frankfort heading east.
Does anyone know the source of this stench and what can be done about it? Who/where do individuals call to get the ball rolling? I don't think it's coming from Swift Packing Plant, because that's a different stench altogether. Any ideas?
