?—‹ Daylighting and labeling the curbs, there is not a document available with
information on which ones are and aren’t painted
?—‹ Sean Elo Rivera has not made it to this CHAPC meeting, Mazda asking if we can

5. Off-Agenda Public Comment
?—? David - trashcan roll out, new ones are being sent but the old ones aren’t getting picked
up, submitted various GID reports, seconded by Angela.
?—‹ Diana (D9 Rep) asking to get an email
?—‹ Mark Van Milligan - concerned about the contents of cans getting mixed due to
the majority of City Heights residents not separating and using bins correctly.
?—? Kathleen - Concerned about security guards being removed from public parts, will create
a vacuum for people to sleep over night and use drugs there. Asking Planning Group to
ask Mayor for support, transferring responsibility of taxes and fees to cover their own
deficits.

6.1. Verizon Permit Renewal - 3875 Swift Ave.

?—? Project: Smart Link asking for approval of renewal of existing CDP

?—‹ Edwin moves to approve the Verizon Permit Renewal - 3875 Swift Ave. with the
caveat that there will be aesthetic improvements

6.2. Castle Neighborhood, Street Sweeping - Letter of Support

?—‹ 36 blocks in Castle have no signage about street sweeping, street sweeping
comes down the middle of the street because the cars don’t move, so in the
South/Southeast section of the Castle area we have relaxed parking enforcement
so we have dirty streets, abandoned cars, and Get it Done does not get it done
?—‹ One home has 7 cars, 3 on the lawn and 4 in the street. Lots of abandoned cars
?—‹ D9 is not interested and has not provided support, we are underserved and
underrepresented and we need to step up with the CHTC. D9 has said they can’t
support the Mayor’s office to solve the issue. There is a lot of revenue that could
be generated, the budget is coming up and this is the time for us to try - letters
from CHTC and CHAPC to support
?—‹ Mary Otero: redlining concern in Castle, streets aren’t being swept, near
Manzanita canyon there is a watershed.

6.3. Jamacha Neighborhood Council, City of San Diego mapping boundaries - Letter of
Support

?—? Project: Accurate Mapping - Jamacha Community
?—‹ Asking D9 for support after not receiving support from District 4, last map
approved 1987, current council member made a correction on his website but
hasn’t brought it to council and doesn’t want to put it forth
?—‹ Can’t create evacuation zones, Lomita’s crime is coming to Jamacha, and a very
dangerous intersection is being identified in the wrong neighborhood (where is
the accident happening?), Storm Water said they cannot use CP map, 92114
homes are being called Encanto, redlining history, Lomita is a Transit Priority
Area (TPA) but Jamacha isn’t so the TPA funds are being allocated to the wrong
area
?—‹ All maps need to be updated, CPC did vote and endorsed it last week
?—‹ Skyline, Paradise Hills Planning Group maps should be corrected, respect the
existing community plan, use maps in existing community plan

6.4. Mid-City CPU - City Heights Priority Alignment
?—? Victor Ponce and Nam Nguyen were present at the last Community Plan Update for the
voting of the land use plans.
?—‹ Concern about homes being built along ECB and University Ave. but we need the
housing to be spread along other ways, we need housing to be concentrated
along other parts of the area so that we can prioritize green spaces and parks.
?—‹ Menlo, 46th, 47th, Chamoune, Wightman all damaged due to the rerouting of the
project, need to be fixed
?—‹ Ensuring there is housing coming up in other neighborhoods, no privately funded
projects in City Heights, no one wants to build here (David).
?—‹ Emphasis on housing, other housing development, affordable housing to go into
other neighborhoods, as well as other types of buildings.
?—‹ Street conditions - potholes, and detour streets
?—‹ Angela - trees serve as natural form of drain and purify our water, there is trash
that is getting into our water and then into our trees, tree care can prevent fires
and make everyone’s lives better - health, air, and water
?—‹ Roundabouts in Castle, by Central Skate Park, are not being maintained, from
Central Ave. to Wightman, haven't been paved. The construction of the
roundabouts damaged the streets all along Wightman.
?—‹ Ad-hoc committee suggestion from Victor, Marcellus to join
?—‹ Passing SB 79 there could potentially be future revisions to CPU taking into
account new state-level transit oriented development.
?—‹ Nam suggested the December agenda include a CPU land use presentation for
CHAPC.
