C.H.A.P.C. (revised) draft minutes for October 6, 2025
1. Chairman Marcellus Anderson gaveled the meeting to order at 6:18PM and called the roll. Noema Aguilar, Dan Castañon, María Córtez, Sneha Craig, Edwin Lohr, Denisse López, Angela Martin, Mazda Mehraz, David Nelson, Nam Nguyen, Mary Otero, Jodee Page, Victor Ponce, Patty Vaccariello, Mark Van Milligan and Evihn Vaszily formed a quorum. Tanya Brown, Ricardo Catano, Zamzam Fadhil, Jennipher Hager, María López, were absent.
2. The minutes of August 4, 2025 were reviewed. David offered, Patty seconded a motion to approve. The Committee voted 16/0 and the motion passed.
3. David offered, Patty seconded a motion to approve the agenda as tendered. The Committee voted 16/0 and the motion passed.
4. Staff members from Council District-9 gave a report of City activities.
5. An audience member offered off-agenda comment.
6.1 Selena Sálazar from City Planning offered a presentation about the update of the Mid-City Community Plan. The members discussed the plan.
6.2 SANDAG staff member Chris Carteret offered a presentation about SANDAG, an overview of the planned University Avenue bike lane, and street repairs planned to be done concurrently with the bike construction.
6.3 Ms. Terri Dieckerhoff announced the planned opening of “Sprouts Farmers Market in City Heights near the intersection of 33rd Street and El Cajon Boulevard. David offered, Denisse seconded a motion to recommend approval. The Committee voted 17/0 and the motion passed.
6.4 Russ Connelly discussed the Environmental Impact Report for the Fire Station being built near the intersection of 47th Street and Fairmount Avenue. He discussed the EIR review regarding future industrial employment, the effect of new sidewalks on 47th Street, the effects of using the Berardini Fields as a laydown site for the project, and a discussion of the history of the fire station project. Danielle Lahman a nearby resident had concerns about the fuel tank at the fire station given the proximity to Leisureland.

6.1 On behalf of BikeSD, Danielle Proctor offered a presentation about an event at to be held at 10:00AM September 27 in 4660 El Cajon Boulevard.
6.2 On behalf of CommunityHousingWorks, Ann Marie Rodríguez offered a presentation about a proposed apartment complex on Swift Avenue.
6.3 The Committee discussed a planned “Infrastructure Priorities” survey that the City expects to conduct in the near future.
7. The Chairman announced that there would be no September, 2025 meeting.
