CHAPC DRAFT MINUTES FOR MARCH 3rd, 2025

 

Vice chairman Edwin Lohr brought the meeting to order at 6:15pm and called the roll. 

Tanya Brown, Dan Castanon, Ricardo Catano, Maria Cortez, Zamzam Fadhil, Alexander Hemphill, Edwin Lohr, Denisse Lopez, Mazda Mehraz, David Nelson, Nam Nguyen, Victor Ponce, Patty Vaccariello, Mark Van Milligan, Evihn Vasily, Brian Wintz were present.  Rahmo Abdi, Noema Aguilar, Marcellus Anderson, Jennipher Hager, Mary Otero were absent. 

A motion was made by ? and seconded by ? to approve the Feb minutes.  Full approval 

A motion by ? and seconded by ? to approve the agenda.  Full approval 

Staff Comments:

Janet  Farala, 79th Assembly Rep for new Assembly Member LaShae Sharp-Collins 

 Off-Agenda public comments: 

Business Agenda: 

6.1 PRJ-1125020 /4142 42nd St.  After some discussion David Nelson moved that we approve 6.1 seconded by Patty Vaccariello.  Full approval. 

6.2 City Heights Public Safety Report.  Officer Palomar from SDPD gave an extension and comprehensive report on the district.  We hope this will be a recurring report. 

6.3 City Heights Clean and Safe Coalition presentation was canceled until April.

The Vice chair heard a motion and a second to adjourn the meeting at 7:30pm.  

 

CHAPC Minutes February 3, 2025

  1. Chairman Marcellus Anderson gaveled the meeting to order at 6:19 pm and called the roll. Marcellus Anderson, Tanya Brown, Dan Castanon, Ricardo Cantano, Maria Cortez, Zamzam Fadhil, Edwin Lohr, Denisse Lopez, Mazda Mehraz, Alexander Hephill, David Nelson, Nam Nguyen, Victor Ponce, Patty Vaccariello, Mark Van Milligan, Evihn Vasily, and Brian Wintz. Jennipher Hager and Mary Otero absent.

1.1. Bryan was not absent, Evhin was present

  1. The motion from David to approve the minutes and seconded by Evihn. Patty Vaccariello abstained. The motion passed 16/0/1

  2. The motion to approve agenda from Edwin seconded by Evhin. The Committee voted 18/0/0 and the motion passed

3.1. Mary Otero is not present, item 6.3 removed from agenda

  1. Staff Comment

4.1. Fatima Maciel, Staff member from Todd Gloria’s Office, Community Representatives updates will be emailed to Committee on fire preparedness and readiness

4.2. Francisco Peralta, Staff member from Sean Elo-Rivera’s Office, Community Representative upcoming budget cuts across the board; next budget proposal released April 15, 2025. Community Fire Council collaboration with other neighborhoods. D9 participated in Point In Time count last week. Business Walks with City Heights CDC. Soccer USA would like to provide programming to City Heights.

i. Proposed sub-committee for transportation and traffic concerns regarding Home Avenue, Fairmount, Euclid Avenue, Euclid Elementary, Fairmount Ave + Dwight, Hamilton Elementary

6.1. Yasmeen Obeid, Community Engagement Coordinator, Introducing the Commission on Police Practices

      1. Investigatory body of the City, independent of the Mayor, Police Chief, and Police Department that has investigatory, review, and auditing powers

      2. Waiting for process of negotiations to start, will take 6 months - 1 year to be able to conduct investigations

      3. Candidates can be nominated by anyone, seats appointed by San Diego City council

    1. CHAPC voting March 3, 11 seats open, flyer to be emailed

    1. David Nelson commented on disparities between City Heights and Kennsington policing

    2. Patty Vaccariello, CHCDC Free Shuttle, 3 year grant, email will be sent to Chairman, Hours of Operation: M - F, 9 am - 5 pm

    3. Maria Cortez, City Heights Town Council meeting February 4, City Heights library, MTS will present on new fines

    4. Ozzy Meneses, Tranqui Foundation + Groundworks San Diego, hosting event at performance annex with Parks + Rec. Late April / May in Annex. Flyers not finalized.

  3. The Chairman adjourned the meeting at 7:17 pm.
