Minutes August - October 2023

C.H.A.P.C. minutes for October 2, 2023

 

1. The Chairman called the meeting to order at 6:32PM and called the roll. Rahmo Abdi, Savannah Bradley, Dan Castanon, Russ Connelly, María Córtez, Francisco García, Alexander Hemphill, Edwin Lohr, Denisse López, Mazda Mehraz, Wendy Miller, David Nelson, Sussan Ornelas, Carolyn Tran, Mark van Milligan, Evihn Vasily, and Jim Varnadore formed a quorum.

 

2. There were no corrections to the minutes of August 7, 2023.

 

3. The agenda were approved unanimously.

 

4 – CD-9 Staff member Francisco Peralta made a staff report.

 

5 – Mr. Cesar Javier offered public comment.

 

5.1 Mr. Alex Fattal and Mr. Adam Aron from Power San Diego offered a power point presentation about electricity prices and future plans to lower them using roof-top solar installations.

 

5.2 The Chairman called for a volunteer to take District-4, 2025 seat #2. There were no volunteers and the matter was continued to the November meeting.

 

5.3 After discussion, The committee voted unanimously to draft, review, and send a letter to the Council Member, the Mayor, and the City’s Risk management department about the condition of University Avenue between Chamoune Avenue and 47th Street.

 

9. The Chairman announced that member Randy van Vleck had stepped down.

 

10. Francisco reported on meetings of the Mid-City Communities Plan and its status. Russ discussed the status of permits at the old Chiquita Restaurant site.

 

11. The meeting was adjourned at 8:05PM.

        

 

No meeting was held in September 2023 due to holiday.

 

 

C.H.A.P.C. Minutes for August 7, 2023

 

1. The First vice-Chairman called the meeting to order at 6:36PM and called the roll. Dan Castanon, Russ Connelly, María Córtez, Francisco García, Alexander Hemphill, Edwin Lohr, Denisse López, Mazda Mehraz, Wendy Miller, David Nelson, Randy Torres Van Vleck, Evihn Vasily, Patty Vaccariello, and Jim Varnadore formed a quorum. Rahmo Abdi, Marcellus Anderson, Savannah Bradley, Sussan Ornelas, Carolyn Tran, and Mark van Milligan, and were absent. The First vice-Chairman introduced Mr. Broc Arnais, Vice-Principal of HSHMC, where committee meetings are being held.

 

2. There were no corrections to the minutes of June 5, 2023.

 

3. Patty offered, Evihn seconded a motion to approve the agenda. The Committee voted unanimously and the motion passed.

 

4 – Staff members Ben Mendoza and Sam Gonzàlez made staff reports.

 

5 – Ms. Becky Roth offered public comment.

 

6.1 Mr. Dan Nutter from Docken Engineering Group and City Staff member Alfredo Reyes reported on the City’s planned water main and sewer piping replacement and rehabilitation program. The activity is set to begin Fall, 2023 and complete Spring 2025.

 

6.2 The First vice-Chairman called for a volunteer to take District-4, 2025 seat #1. Patty nominated and David seconded Mr. Brian Wintz to the seat. The Committee voted 13/0/0 and the motion passed. The First vice-Chairman seated Mr. Wintz.

 

6.3 The First vice-Chairman called for a volunteer to take District-4, 2025 seat #2. There were no volunteers. He asked the Committee to seek candidates.

 

9. The First vice-Chairman offered no comments.

 

10. Committee members offered comments. Edwin noted and read an e-mail about the Officer Jeremy Henwood Memorial Park. María offered a remembrance of Officer Henwood. Wendy announced a cleanup at the Euclid Gateway. Francisco reported on meetings of the Mid-City Communities Plan and its status.

 

11. The meeting was adjourned at 8:02PM.
