CITY HEIGHTS AREA PLANNING COMMITTEE

  

DRAFT - Minutes of July 3, 2017

 

1.  Chairman Russ Connelly called the meeting to order at 6:30PM.  Russ Connelly, Maria Cortez, Brian Green Carson, Kindra Green Carson, Ken Grimes, Jose Hernandez, Roddy Jerome, Aracely Lara, Mazda Mehraz, David Nelson, Andre Sanz, Jessie Sergent, Terry Stanley, Patty Vaccariello, and Jim Varnadore, and Abdullahi Yusuf were present.  Krista Berry Ortega, Rickie Brown, Taylor McDonald, and Juan Pablo Sanchez were absent.

 

2.
Roddy offered, Patty seconded a motion to adopt the agenda.  The Committee voted 14/0/0 (chair not voting) and the motion passed.

 

3.  The Minutes of June 5, 2017 were approved.

 

4.  Francisco Garcia offered off-agenda comment about the Community Plan and the pending “Fourth Corner” project.

 

5.  There was no staff comment.

   

6.  David, Maria, Kindra, Patty, Mazda, and Jim offered comments.  Ken announced that he
was resigning from the Committee.

 

7.  The Chairman offered a report about activities at the June, 2017 Community Planners Committee meeting, including a review of the CPC discussion about the Capital Improvement Plan Prioritization
and the Master Storm water Maintenance program.  He also reviewed the CPC review of a pending Companion Unit Ordinance.  After discussion, the Committee asked for that item to be put on agenda for a future month to allow the Committee to decide on a position.

 

8.1  Dail Richard from T-Mobil discussed its application to renew a wireless communication permit at 41st Street/Thorn Street.  After discussion, David offered, Patty seconded a motion to recommend approval of the renewal application.  The Committee voted 14/1/0 and the motion passed.

 

8.2
 City Heights resident Jody Carey reported that the City Heights Housing Trust fund, a subsidiary of the San Diego Housing Trust Fund, has about $13,000 remaining.  He proposed that it be earmarked for future FaceLift projects in City Heights.  After discussion, David offered, Kindra seconded a motion to recommend approval.  The Committee voted 13/0/2 and the motion
passed.  The Chairman directed the Secretary to ask the Housing Trust Fund for a complete accounting of the City Heights component of the trust fund.

 

8.3
 City employee Carlos Navarro described Water Group Job 969.  The Committee asked questions and discussed the matter.  There was no motion and no action.

 

8.4   Aurora Morrow, speaking for Rickie Brown, proposed a “No Turn on Red” sign placed facing Southbound traffic on Fairmount Avenue at the intersection of Home Avenue.  She reported several recent near-misses between Southbound traffic turning right at Home Avenue and U-turn traffic on Home Avenue reversing from Eastbound to Westbound.  After discussion Jim offered, Brian seconded a motion to refer the matter to the City’s traffic engineering department for professional
review and a decision, and to ask Traffic Engineering Staff to follow-up with the Committee on any action in the matter.   The Committee voted 14/0/0 and the motion passed.

 

8.5  No one appeared from Civic San Diego to review its streetlight and sidewalk projects in Colina Park.

 

8.6  The Chairman solicited volunteers to fill the Youth-18 and Youth-19 seats.  No one
volunteered.

 

9.   The meeting was adjourned at 8:37PM.

 

CITY HEIGHTS AREA PLANNING COMMITTEE

 

 Minutes of June 5, 2017

 

1.  Chairman Russ Connelly called the meeting to order at 6:30PM.  Krista Berry Ortega, Rickie
Brown, Russ Connelly, Maria Cortez, Aracely Lara, Taylor McDonald, Mazda Mehraz, Juan Pablo Sanchez, Andre Sanz, Jessie Sergent, Terry Stanley, Patty Vaccariello, and Jim Varnadore were present.  Brian Green Carson, Kindra Green Carson, Ken Grimes, Roddy Jerome, David Nelson, and Abdullahi Yusuf were absent.

 

2.
Patty offered, Terry seconded a motion to adopt the agenda.  The Committee voted 10/1/0 (chair not voting) and the motion passed.

 

3.  The Minutes of May 1, 2017 were approved.

 

4.  One person offered off-agenda comment.

 

5.  There was no staff comment.

   

6.  The Secretary distributed an extract about Site Development Permits from the Municipal Code.

 

7.  The Chairman offered a report about activities at the May, 2017 Community Planners Committee meeting, including a notice that the Committee will initiate a review of the Capital Improvement Plan.

 

8.1  Dan Tomsky and Linda Sheridan reported on the progress toward a mural to be installed on the South wall at Teralta Park and asked for a letter of support for the project.  After discussion, Jim offered, María seconded a motion to authorize the Chairman to prepare and send a letter of support for the mural project.  The Committee voted 13/0/0 and the motion passed.

 

8.2  Several members from Price Philanthropies presented a project to re-develop several lots (4021 – 4061 Fairmount Avenue) as housing.  The Committee and the audience held a discussion about the project, asking for specific details.  No motion was offered and not action taken.

 

8.3   No one appeared to present a project at 4886 Lantana Drive.

 

8.4   The Chairman solicited volunteers for vacant Committee seats.  Mr. José Hernández volunteered and offered a brief personal resume.  After discussion, the Committee voted 13/0/0 to appoint Mr. Hernádez to the vacant District 4-19 seat.

 

8.5  The Chairman introduced a City proposal to install two-way stop signs at 46th Street and Redwood Street.  After discussion, Jim offered, María seconded a motion to recommend against the installation and return the project to the City noting that there appear to be several errors in the Stop Sign Evaluation.  The Committee voted 13/0/0 and the motion passed

 

9.   The meeting was adjourned at 8:23PM.

 

CITY HEIGHTS AREA PLANNING COMMITTEE

 

 Minutes of May 1, 2017

 

1.  Chairwoman Patty Vaccariello called the meeting to order at 6:30PM.  Fartun Adan, Krista Berry Ortega, Russ Connelly, Maria Cortez, Kindra Green Carson, Ken Grimes, Aracely Lara, Taylor McDonald, Mazda Mehraz, David Nelson, Juan Pablo Sanchez, Jessie Sergent, Terry Stanley, Abdullahi Yusuf, and Jim Varnadore were present.  Rickie Brown, Kindra Green Carson, and Roddy
Jerome were absent.

 

2. Russ offered, Mazda seconded a motion to adopt the agenda.  The Committee voted 11/0/0 (chair not voting) and the motion passed.

 

3.  The Minutes of April 3, 2017 were approved.

 

4.  Bob Lief and Sean Elo offered off-agenda comments.

 

5.  Eric Young from the Mayor’s staff offered comments.

   

6.  Andre, María, Mazda, Terry, Taylor, Russ, Kindra, Juan Pablo offered announcements and comments. Russ reported on the recent meeting of the CPC.  Fartun tendered her resignation from the Committee, preparing to leave San Diego to attend college.

 

7.1 Linda Pennington presented a request for Committee support to name a canyon trail in City Heights for Martha Emerald.  After discussion, Maris offered, Ken seconded a motion to recommend approval.  The Committee voted 16/1/0 and the motion passed.

 

7.2 No member of the SANDAG staff appeared and the matter was not called.

 

7.3 The Chairwoman handed the gavel to the officer search committee chair to conduct officer elections.  One member, Russ Connelly, was announced as a candidate for Chair.  After discussion, the Committee voted 11/6/0 and he was elected.  One member, Krista Berry Ortega was announced as a candidate for First vice-Chair.  After discussion, the Committee voted 17/0/0 and she was elected.  One member, Patty Vaccariello, was announced as a candidate for Second vice-Chair.  After discussion, the Committee voted 16/1/0 and she was elected.  One member, Jim Varnadore, was announced as a candidate for Secretary.  After discussion, the Committee voted 17/0/0, and he was elected.  The incoming Chairman was installed.

 

7.4  Dan Tomsky and Linda Sheridan presented the current status of the project to install a mural on the South wall at Teralta Park.

 

8.   The meeting was adjourned at 7:59PM.
