Minutes of the meeting of October 6, 2014

 

3910 University Avenue

 

City Heights, CA 92105

 

 

 

1.  The meeting was called to order at 6:31PM.  Russ Connelly, Kenton Finkbeiner, Georgette Gomez, Mark Kassab, Robert Leif, Sally Rice Lemmie, Ahmed Malinomar, Mazda Mehraz, Guy Mock, Amanda Moss, Marc Munic, Jeanette Neeley, David Nelson, Leslie Renteria, Patty Vaccariello, Jim Varnadore, formed a quorum.  Samantha Ollinger, Kiley Wallace, and Abdullahi Yusuf were absent.

 

 

 

2. Russ offered, Robert seconded a motion to adopt the agenda.  The committee voted 14/0/0 (chair not voting) and the motion passed.

 

 

 

3.  The minutes of August 4, 2014 were corrected and adopted.

 

 

 

4.  There was no off-agenda public comment.

 

 

 

5.  Rudy Vargas and Julio Rivera from Council District-9 made brief status reports and distributed the district newsletter.

 

 

 

6.  Guy, Robert, Sally, Amanda, Ahmed, Jeanette, Kenton, and Jim made announcements.

 

 

 

7.1 The Committee heard an information report from Jose Peral and Jim Bliesner about Art in CityHeights, especially in the commercial corridors, and a suggestion for an art district along parts of Fairmount Avenue.  There was a discussion of the proposal, that included several comments about the absence of citizen participation in the project to date and how any artwork will be protected from damage.

 

 

 

7.2  The Committee heard an information report by Marcela Escobar-Eck of the Atlantis Group about a proposal to bring the RockChurch to 4001 El Cajon Boulevard.  This was a follow-up to a presentation made in May 2014.  There was discussion about traffic, parking, and the applicant’s proposal to have an unspecified level of competition to the City’s homeless reduction effort.  The applicant’s representative will arrange a future presentation by members of the church’s governing body.

 

 

 

7.3 The Committee heard an information presentation by Don Varley of San Diego Metropolitan Transit System about a new route between San DiegoStateUniversity and downtown.  There were questions, answers, and discussion.

 

 

 

7.4  The Chairwoman entertained a motion to declare vacant the School/Non-Profit-15 seat and the School/Non-Profit-16 seat owing to resignations of the incumbents.  Jim moved, Ahmed seconded a motion to declare the seats vacant.  The Committee voted 16/0/0 (chair not voting) and the motion passed.

 

 

 

7.5 The Chairwoman solicited nominations for the vacant Youth-15 seat.  None was offered.

 

 

 

8.  The meeting was adjourned at 8:34PM to convene again November 3, 2014 at the time and place listed above.  If called, a mid-month meeting will be held Monday, October 20 at 6:30PM in the Mid-City Police Substation.  Separate agenda will be issued and posted.

 

No September 2014 meeting was held.

1.  The meeting was called to order at 6:32PM.  Russ Connelly, Kenton Finkbeiner, Georgette Gomez, Robert Leif, Sally Rice Lemmie, Ahmed Malinomar, Mazda Mehraz, Guy Mock, Marc Munic, Jeanette Neeley, David Nelson, Samantha Ollinger, Katia Rodriguez, Hong Tran, Patty Vaccariello, Jim Varnadore, Kiley Wallace and Abdullahi Yusuf formed a quorum.  Mark Kassab, Amanda Moss, and Leslie Renteria absent.

 

2. Robert offered, Russ seconded a motion to adopt the agenda.  The committee voted 17/0/3 (chair not voting) and the motion passed.

 

3.  The minutes of July 7, 2014 were corrected and adopted.

 

4.  Linda Pennington announced the Coastal Cleanup event in September.  David Bowen announced National Night Out in Teralta West.  Edith Sanchez announced that Big Brothers Big Sisters was establishing itself in Mid-City.

 

5.  Rudy Vargas and Julio Rivera from Council District-9 and Tom Sepulvado from Congressman Vargas's office made brief status reports and noted the City Heights Business Association’s clean-up event Aug 21.  There was discussion about those remarks.

 

6.  Ahmed, Sam, Jeanette, Kenton, Katia, Bob, Guy, and Jim made announcements.

 

7.1 The Committee heard a report about Fire Station-17 and the progress of its replacement.  That is expected late in 2016.  There was a review of the various Cycle Issues and a discussion of the project.

 

7.2  Kenton Finkbeiner offered a report on the final design of the City Heights Community Identification Sign.  After discussion, Ahmed offered, Georgette seconded a motion to recommend approval of the project.  The Committee voted 17/0/3 (chair not voting) and the motion passed.

 

7.3 The Committee heard an update presentation by Shara Fisler and Rob Quigley about the status of the Ocean Discovery Institute headquarters to be built near Van Dyke/Thorn.

 

7.4  The Committee heard a request to install a stop sign facing Southbound traffic on Lemona avenue at Streamview.  After discussion, Russ offered, Guy seconded a motion to recommend approval of the stop sign which has already been installed at that location.  The Committee voted 17/0/3 (chair not voting) and the motion passed.

 

7.5 The Committee heard a presentation from Linda Pennington of San Diego Canyonlands about its project on Auburn Creek near the Landis and Ontairo Rights of way.

 

7.6  The Chairwoman announced a vacancy in the Youth-15 seat and called for volunteers.  No one responded.

 

8.  The meeting was adjourned at 8:21PM to convene again September 3, 2014 at the time and place listed above.  If called, a mid-month meeting will be held Monday, august 18 at 6:30PM in the Mid-City Police Substation.  Separate agenda will be issued and posted.
