SPECIAL MEETING
SEPTEMBER 20, 2004

DRAFT MINUTES


1. CALL TO ORDER
Michael Sprague, Chair called the meeting to order at 6:30p.m.
Committee members present: Larry Canepa, Russ Connelly, Gabe del Rio,
Larry Dennstedt, Kerri Everett, Valentina Hernandez, Gay Johnson, Mark
Kassab, Glenn Martinez, David Nelson, Alexei Ochola, Leon Ray, Patty
Vaccariello, Jim Varnadore.

Absentees: David Gilbert, Kathleen McGlown, Joseph Mosqueda, Rocky
Neptun, Jessie Sergent.


2. PUBLIC COMMENT
Mounted police will patrol Teralta Park due to the increase in assaults
there.

Notices regarding the South of Thorn imminent domain issue, Notices
should be in Asian dialects and Spanish.

A clean up of Manzanita Canyon will be held at 8:00am, 9/25/04.

Marlon Pangilinan, City Planning Department: An Election Workshop for
community planning group elections will be held 9/23/04 at the City
Administration Building at 6:30p.m.


4. APPROVAL of AGENDA
The Motion/Larry D. and Second/Leon R. to approve the agenda - passed
unanimously.


5. BUSINESS: Action Item

5.1 Model School
Response to the Initiation of a Community Plan Amendment to amend
existing land uses with the Model School Project Area that would result
in zoning changes and increased residential densities between 42nd and
44th streets, Myrtle to Manzanita Canyon and Myrtle to south of Redwood
Street and to Swan Canyon.

This project has not come before the CHAPC as a Community Plan
Amendment
although the school is scheduled to open in the fall of 2006 and the
larger project in 2008..

PUBLIC AND BOARD CONCERNS/COMMENTS

The Swan Canyon President had concerns about housing for the occupants
of
44th street.

A resident was concerned that his recently built custom home and other
nearby housing close to 42nd street would be torn down and replaced by
higher density housing. He had contacted CD3 before he purchased the
home
and was told it was not effected.

Existing residents will no longer be able to afford living in the area
should existing properties be demolished and replaced with new, market
rate housing?

Where is the logic in destroying existing housing to be replaced by
higher density more expensive housing? Existing homes and apartments
should be rehabilitated.

Who will maintain the open spaces?

Why was Swan Canyon added to the properties to be impacted by this
project?

How are CHAPC board members elected?

Children in the area were originally under counted and school over
crowding will not take place at some of the area schools that Prop. MM
was designed to relieve. The number of schools and school population
provided by Sedona Pacific were inaccurate.

How will displaced residents be assured that they will receive full
market value or sufficient relocation costs? The law requires
equitability with regarding imminent domain. Will HUD allow
undocumented
residents to be compensated?

How will the remaining residents be impacted by the noise, dust, etc?

The Joint Powers Authority role in the acquisition of properties.

The length of time that property phasing which begins in 2 years will
take how long? A plan has not been developed; however, the project
should be completed by 2008.

Scale back the project.

Michael S mentioned that the Redevelopment Agency is not as efficient
as
the School District in purchasing and compensation.

A motion to return the usual Community Plan Amendment process and to
specifically include Notices to all effected individuals, businesses,
and
organizations by all City Agencies and departments was made.
Motion/Russ
C, second/Gay J to ask the City Council to revoke its initiation of its
own action; to start a formal notification process of the Community and
this Committee. Passed 8/1/1/1


6. Meeting adjourned at 9:00p.m.

draft MINUTES September 17, 2007

1. The meeting was called to order at 6:38PM. Liz Avalon, Stefanie Harris, Mark Kassab, Cassandra Lewis-Beavers, Ahmed Malinomar, Kasra Movahedi, David Nelson, Mohamed Omar, Jessie Sergent, David Taylor, Patty Vaccariello, Abdullahi Yusuf, and Jim Varnadore present. Joyce Brown, Jose Cervantes, Sam Charry, Russ Connelly, Valentina Hernandez, Mazda Mehraz, and Jude Mendez were absent.

2. There was no Public Comment.

3. There were no Government Reports.

4. A Committee Member Announcement were received from Nelson about the Adams Avenue Street Fair on September 29-30, 2007.

5. The Committee reviewed and discussed the draft bylaws item that had been continued from the Sept 5, 2007 meeting. After discussion, Nelson moved, Harris seconded to:

a) remove material which had been added to Article III, Section 3 about the length of continuous service,

b) in conjunction with item a) above, restore the original language of the bylaws shell which had been deleted,

c) amend Article IV, Section 2 to indicate that Committee vacancies are to be noted in the agenda for ensuing meetings until filled, and

d) amend Article IV, Section 2 to indicate that anyone may nominate a candidate to fill a vacant seat.

The Committee voted 12/0/0 (chair not voting) and the motion passed.

6. The meeting was adjourned at 7:20PM.
