The Community

The Carriages at Parliament Place is a beautiful, well-designed and maintained, luxury patio townhome community in the heart of the Briargate area on the northside of Colorado Springs. The 64-unit complex boasts extraordinary front range views, as well as walkout and garden level basements in a plush vegetated environment. Within minutes you will find many neighborhood parks, major employment centers, convenient shopping facilities, professional services, and Chapel Hills Mall, one of two major centers in the city.

Greenbelts, neighborhood parks and active recreation are interspersed throughout Briargate and connected by a network of trails and walkways. Songbirds, Canada geese, ducks, foxes, rabbits, and squirrels live in the pond area just steps away from the community. Pine Creek Golf course, a par-72 championship public course, is also just minutes away from The Carriages at Parliament Place.

The homes range in size from 2,500 to 3,200 square feet, have stucco exteriors, finished lower levels, two-car attached garages, luxury interior appointments, and are priced from the $220s. The developer is Classic Homes, a division of Elite Properties of America. Employment

The Briargate area is home to over 18 national and international employers. Accessibility to I-25 puts other major employment centers city-wide within easy reach. The south gate of the United States Air Force Academy is within 5 minutes from Parliament Place.

Shopping and Services

Shopping and entertainment opportunities are among the best in the city. Chapel Hills Mall, a major regional shopping center is literally within minutes of Parliament Place. Here key retailers such as Dillards, Foleys, Sears, J.C. Penney and Mervyns anchor dozens of specialty stores. Home Depot and Wal-Mart have large outlets near Chapel Hills Mall and you will find a large selection of restaurants, movie theaters, grocery stores and professional services in planned Briargate locations and along North Academy Boulevard.

A new development, expected to be completed in August 2003, is The Shops at Briargate. Near the intersection of Briargate Boulevard and Highway 83, and within walking distance of Parliament Place, it promises high-end shopping with names like Ann Taylor, Williams-Sonoma, Talbot's, and Pottery Barn. Eateries in the development should include California Pizza Kitchen, Ted's Montana Grill, Panera Bread, and several more.

About our association

Looking Out for Each Other

As a community of dwellers in this 64-unit planned development, we very much control our own destiny. Our common interests span property value, security, anticipating and planning for the future, and providing an environment in which we all wish to live. We exist in a larger community and have a say in neighborhood growth and development.

Securing Our Future

We believe that our dwellers have a right to live as they please, but subject to a code which ensures others have the same rights. Covenants provide the framework for codifying the standards of behavior, but like anything in life, are subject to interpretation, and variance as one would expect in a democratic country. Once the developer has fulfilled the mandate to build the community according to approved plans, the long-term control of common interests is transferred to a homeowners association (HOA), a legal entity. The HOA is responsible to manage and disburse the HOA monthly fees we all contribute according to an approved plan and budget. The HOA also looks out for property value by ensuring the timely maintenance of common areas is anticipated and done. We are assisted in the mundane functions by a professional management firm.

Get Involved

Bound by a geography and investment, we are a small community of neighbors who can do much for each other to preserve our way of life. We can organize a neighborhood watch, schedule annual community cleanups, throw a 4th of July street party, or even shovel light snow off our walkways without having to pay dearly for someone else to do it. We can lift our voice to influence neighborhood change, and set a standard other communities will emulate. With active participation, we can achieve great things. I've stepped up to the plate to help us start, but I need your help and support to continue.
