About our association

The Carney Improvement Association was founded on September 17th, 1998 by the following original officers:
Michael Rupp-President, Justin Wandres-Vice President, Sherry Mitzel-Secretary, Betty Fannin-Treasurer, Bill Heckner-Recording Secretary and Paul DeSimone-Sergeant At Arms. The association was organized by Bob Eck in response to the proposed development of a high-density assisted living facility in his neighborhood. Carney in particular was subject to over-development in general and an aging business area, with homes in the Joppa Road and Harford Road areas being rezoned, sold and redeveloped into businesses by unscrupulous developers.

In the relatively short history of the association, many achievements have been realized. Since it's formation, it has gained incorporation and non-profit status as well as several major zoning battle victories. Safety for it's residents has been gained by traffic enhancements including a trafic signal and speed enforcement. It is also the clearing house for neighborhood zoning violations.

The main purpose and goals of the association are to unite the residents, businesses and community groups with the intent to stabilize the area with smart growth now, to plan wisely for the future and to preserve it's past.

The association also hosts many community functions and events and participates in the events held by the Greater Parkville Community Council, the Perry Hall Improvement Association and the Charles H. Hickey School.

The association has over two hundred members and is governed by twelve officers and board members. Meetings are held at the Carney Elementary School on the third Thursday of each month. Election of officers is held in October of each year and board members are elected in November. Any resident or business located within the boundaries of the Carney area are eligible to join.
