The regular meeting of the CMRCC was held at the Carmel Mountain Ranch Branch Library on February 8, 2005. Joetta Mihalovich, chair, called the meeting to order at 6:36 pm. Official business was conducted as reported below.

Approval of Minutes
Minutes from 01-06 meeting were approved.

CMRCC Business
San Diego Police Department: Officer Paul Lennon reported:
· Gas thefts have been occurring lately. Call police if this happens to you. Don’t leave items in plan view in your car.
· The San Diego Police Department is attempting to recruit new officers such as by using TV ads and street fairs.
· Local crime statistics are available on the city’s eWatch website at http://www.sandiego.gov/police/ .
· The RSVP has booths at local grocery stores to recruit volunteers. Volunteers must be at least 50 years old.

Councilman Brian Maienschein’s Office: Britney Rankin reported:
· Landscaping at the corner of Carmel Mountain Ranch and Camino Del Norte has begun. The developer of the project says it should be finished by next week.

· Markings have been placed on the sidewalks along Rancho Carmel Drive for repairs which are scheduled to be done in about 6 months.

· Sewer spills in San Diego County decreased by 84% between 2000 and 2005. Last year’s sewer spills were the lowest on record.


San Diego Planning Department: Jennifer Cordeau reported:
· The General Plan is still in progress. It should be approved by the end of the year. A planning commission workshop will be held on March 2. The revised draft of the General Plan should be on the City’s website by April, and a hard copy will be available in May.

Chair’s Report: Joetta Mihalovich reported:
· CMRCC elections will be held in March. Members up for election are Dave Booher, Vern Snyder, Diane Deberry, Ray Lish, Laurie Marcus, Michelle Kepler, and Joetta Mihalovich.

· Recycling: greens pickup is the same day as recyling day. Britney Rankin agreed to contact the city to give a presentation to the CMRCC about rules and restrictions for greens pickup.

Presentations
Shea Homes: Jim Kilgore reported:
· A resident in the Collage condominium complex has appealed the Cypress Greens project. Representatives from Shea Homes will be meeting with this individual on Sunday to discuss a resolution. Appeal points are neighbor to neighbor noise, lack of affordable housing units, and insufficient mitigation measures. Mr. Kilgore stated that mitigation measures had already been previously approved by the City Council, and that the number of units in this project is not sufficient to support affordable housing units. Discussion on the project will resume at City Council on 2/16/06 at 9:00 am. Community council members are asked to attend.

· If the appeal is denied, grading should begin in April at the earliest. Trenching of houses would begin in April. In addition, Shea Homes will provide additional lighting for basketball courts at the recreation center.


Public Comment
· Homeowner Bob Merry commended Country Club General Manager Charles Sirois and his crew for being the first Country Club manager to attend the Community Council meetings and attempt to work with the community.
