Barksdale/Cloverdale Neighborhood Association, Inc.

BCNA

The Barksdale/Cloverdale Neighborhood Association, Inc. was established in January of 1995 by Elbert N. Rich, Jr. after an observation was made in regard to the high rise in crime in the city. Publications of newsletters, flyers, and phone calls were means of communication to bring the neighbors together in order to meet and discuss neighborhood needs and concerns.
The organization elected officers, established by-laws, policies and procedures, and boundaries to govern the Barksdale, Cloverdale, Clovia Lane, Timothy Cove and Quinn streets. The neighborhood presently consist of 178 homes enclosed in the area of Castalia on the east, Barksdale on the west, Cloverdale on the south, and Quinn on the north.

We implemented a Security Patrol Team in 1995 to patrol the neighborhood. This team consist of 27 volunteers who faithfully patrol the neighborhood each night. We record suspious activity and follow-up with the Memphis Police Department.

The Barksdale/Cloverdale was the recipent of several awards during the 1999 year. They were as follows:

1.Neighborhood Leader of the Year - Elbert Rich, Jr.

2.Most Unique Neighborhood Project - Barksdale/Cloverdale Neighborhood Assoc., Inc. by the Center for Neighborhoods NeighborFest 99'
3.Watch Group of the Year 99 - Barksdale/Cloverdale Neighborhood Assoc., Inc. by Memphis Area Neighborhood Watch, Inc.
4. The Bronz Award - For Seat Belt Awareness by the National Seat Belt Compaign 99'
5. Unsung Hero of BCNA 1999 - Vera McClain, Vice-president by the Community Foundation of Greater Memphis

The Barksdale/Cloverdale was the recipent of several awards during the 2000 year. They were as follows:
1. NUSA 2000 Neighborhood of the Year Winner 3rd Place Nationally

The Barksdale/Cloverdale was the recipent of several awards during the 2001 year. They were as follows:

* Elbert Rich, Jr. - 2nd Place Neighborhood Leader of the Year
* Barksdale/Cloverdale Neighborhood - 3rd Place Neighborhood Organization of the Year
* Barksdale/Cloverdale Neighborhood - Most Effective Neighborhood Communication
* Pamela Crislip - Memphis City Council - Most Supportive of Neighborhood Agency
* Harold Draper - Unsung Hero Award

* Maggie Purnell - 3rd Place - Neighborhood Leader of the Year
* Barksdale/Cloverdale Newsletter - 1st Place Most Effective Neighborhood Communication
* Fayte Earl Cotton - Unsung Hero Winner

The Barksdale/Cloverdale held its first Christmas Banquet on December 12, 2003. Director James Bolden of the Memphis Police Department was the speaker of the evening. All of the Security Patrol Team received awards for their dedicated services. They were as follows:

The Barksdale/Cloverdale held its Christmas Dinner on December 17, 2004. South Memphis Allianace awarded the BCNA by paying for the dinner for all attendees.

BCNA joins SMA

The Barksdale/Cloverdale Neighborhood Association, inc. joined the (SMA)South Memphis Alliance group of neighborhoods.
