It is unnerving to walk my dog on his leash and see big dogs in someone's front yard! (on small chains). It looks tacky too.  Please let's keep our subdivision looking nice. Get a fence for your dogs.. it's more humane than keeping them "chained" to the front porch.

Agreed.  If you do not wish to spend the money on a fence, try the PetSafe invisible fencing system.  It is not an underground fence which requires wires and sometimes maintanence.  It is a box that sends out a radio signal to the collar, and the dog can go anywhere within an adjustable radius.  We have the box in our bedroom on the floor, so our dog can go anywhere in the backyard and most of the front.  The box is only about a foot across and just plugs into the wall.  When we go to family or friends' houses, we take it with us.  It was definitely worth it...we didn't have to mess with a permanent fence, and we don't have to worry about our dog being tied up and miserable.
