My husband and I just moved here a few months ago.  We like to sit outside @ night after 12 midnight and three times so far there has been someone going by in alley.  One of those times someone had a flashlight and was at our gate when I startled him by yelling out.  In newspaper have noticed burglaries in our neighborhood and regret not having called police at that time.  What can I do to help my neighbors?
