Minutes for August 12, 2004

Absent: Tim Hardy and Dennis Hamilton

Guests: Al Church, Jerry Blankenship, Officer John Leonard (LMPD), Don Faulkner

Al Church reported that three girls had been turned in for vandalizing his property. All paid damages at a meeting held at the police station

Jerry Blankenship is the owner of the property that Pull-A-Part Salvage Co. wants to buy across from Yorktown North. He presented maps showung the exact location of the proposed salvage yard, and he showed us businesses that support its location there. He intends to sell this 25 acres and his first choice is to Pull-A-Part.

John Leonard is a District Resource Officer for Third District Louisville Metro Police. He will be our guide in forming a Block Watch Committee. This program is designed to help create good witnesses of bad activities in our neighborhood and to help residents make their property safer. Linda, Carol, and Don Faulkner agreed to review the materials he brought and make a proposal at the next meeting. John also took down some concerns to look into and get back with us on.

Don Faulkner was there to express his concern about finding out who egged his property and other residents' property in July, about speeding on Old Towne Rd. and Sam, about the possibility of the railroad fencing off the tracks running behind homes in our subdivision, and about the need for a suggestion box at the Sam exit. He will bring design and cost information to our next meeting, along with what he finds out the railroad is willing to do about fencing.


The Minutes for July were read and approved, as was the Treasurer's Report which showed we had a bank balance of $40,096.21 as of July 26, 2004. Bob was given approval by the Board to tell the water company to shut down the water to the sprinklers between October and April.


Old Business:

Pull-A-Part - All members were given e-mail addresses and phone numbers of city officials to contact if we want to express our opposition to the proposed salvage yard.

Streetlights - The project is now complete. We have 30 additional lights.

Wall lights - Tim was unable to attend this meeting to tell us about the new wall lights approved last month.

Fences - Bob talked to Gerald Ford about repairing the fences along the older lake. He will begin this in four to six weeks. Tim will be calling Raatz Fencing to give them the go-ahead on putting up chain link across the west end of the back lake at a cost of $1200.

Trees around the lake - In September, Matt Nally, Operation Brightside, will begin planting 12 trees along the lake to help anchor the soil. Linda will check with him about the cost of adding cattails along the shore in certain spots. According to Matt, the lake is in great need of being rocked to stop the receding shoreline. Martin will be checking on the possibility of our getting stone from the demolition of Winn-Dixie. Matt will also be finding out if we could use this, environmentally. He, too, will be checking on the cost of rock for us. We do have a plan for enlisting the help of MSD to save our shoreline. This will be revealed at our October Annual Meeting.

Muskrats Carol will be contacting animal control and others to get help in ridding our lake of these critters.

Vandalism - Three identified, so far. We have had an off-duty police officer on patrol certain nights for the past three weeks and for one more weekend. Cost - $800. He has spoken with several groups of kids. Nothing else has been reported vandalized since mid-July.

Sidewalks - In response to Carol's inquiiring about who is responsible for sidewalk repair, Steve Clark, sent a copy of the ordinance explaining that the homeowner is responsible for repairing an unsafe sidewalk on his property. If he/she is notified of the unsafe sidewalk, he/she has ten days to get it repaired. Failing to have it repaired will result in repair by Public Works, the cost of which will be bourne by the homeowner.



New Business:

Block Watch - Linda, Carol, and Don Faulkner will read the Block Watch materials Officer Leonard brought and give a proposal at the September 9 meeting. We will be forming a Block Watch Committee that will be responsible for generating "witnesses" and getting BW signs up in the neighborhood.

Fence along raiload tracks - Don Faulkner will be contacting the RR about putting a fence along the tracks to help keep out trespassers.

Lake Clean-up Day - We will set this date at the September 9 meeting. Matt Nally instructed us to contact his office for equipment to use when we decide on a date for the clean=up.
