Minutes for January 8, 2004

Present: Jimmy Hickey, Charles Owen, Carol Kidd, Vicki Welch, Tim Hardy, Dennis Hamilton, Mark Osborn (alt. for Tom Jones), Linda Duncan

Absent: Tom Jones, Jeff Johnson

The Minutes for the November meeting were read and approved, as was the Treasurer's Report. Bank balance as of December 24, 2003 - $60,456.38

Old Business:

Jimmy produced a list of Yorktown North homeowners and their dues payment records for the past six years. Tim agreed to go to the courthouse and check to see what has happened when homes were sold with liens filed against them for failure to pay dues. We have no records of having received any of the money that was to have come back to us at the time of sale.

A motion was made and passed to set February 1 as the date to file liens on homeowners who have not paid annual dues. Another motion was made and passed to send copies of our Restrictions Violations Checklist immediately to each homeowner who still has not paid annual dues. Charles said that he would do this and put a note on the notice explaining that liens would be filed February 1.

Incorporating - Linda attended a meeting with Congresswoman Ann Northup and there expressed our concern about whose responsibility it is to halt the erosion taking place around the shores of the retention basin we call Yorktown Lake. Mrs. Northup suggested we wait until she finds out if our becoming incorporated would relieve MSD of the responsibility of fixing this problem. We are to hear back from her by our February meeting.

Lighting - A motion was made and passed to give Tim the authority to sign for each phase of the lighting replacement project.

Gate - A motion was made and passed to give Dennis the authority to contact Mike ----- to make a gate at the lake-end of the sidewalk extending from Old Towne Rd. to the lake.

Willow trees around the lake - Dennis will check with Aaron Clark about the possible cost of planting willow trees around the lake to help slow down shore erosion.

Decorations Contest Winners - According to Vicki Welch, Chairperson of the Holiday Decorations Committee, First Place ($100) went to 7404 Independence Cove; Second Place ($50)went to 7412 York River Rd.; Third Place ($25) went to 127 Declaration Rd.

New Business:

Officers for 2004 were elected as follows: President - Charles Owen; Vice President - Vicki Welch; Secretary - Linda Duncan; Treasurer - Jimmy Hickey.

Charles will be up-dating the address information on this year's Directors and mailing all a copy.

Charles and Vicki will begin pulling items together to include in another Neighborhood Newsletter.

Our street-sign banners are to be returned to the signs this spring, after lighting changes are made and the weather is better.

Linda has proposed that we make lake beautification a project for 2004. Checking on the cost of willow trees is a start.

Invited to attend our February 12 meeting is Police Captain Kevin Despain of the 3rd District.
